  • 22 Feb 2017 in National Assembly: The objective of this Bill include making provision for training, registration and licensing of clinical officers as well as regulating the practice to provide for the establishment, powers and functions of the Clinical Officers Council of Kenya. From the objectives, I want to support this Bill because it finds a solution to one of the problems that is facing the sector. This Bill will provide standards in the clinical profession.   • 22 Feb 2017 in National Assembly: I want to talk about the implementation of this Bill once it is enacted. Section 14(1) of the Bill gives the Clinical Officers Council of Kenya the power to inspect clinics and come up with disciplinary actions against non-compliance. Issues must be dealt with squarely at this point. We have good laws in this country, but things are not done within the right concept during the implementation. Foremost, I want to thank the Committee for the kind of work they have done. It is quite exhaustive. They have submitted to this House very factual details pertaining to transactions of the Tassia II Project. But quite fundamentally, procurement process issues have been raised and there seems to be no integrity at all. Therefore, legal action should be taken against these officers. I also note with a lot of interest that the China Jiangxi International Kenya has been winning tenders for all the large projects at the NSSF. Without much ado, I want to take this opportunity to thank, congratulate and appreciate the Kenyan heroes and heroines who put our country on the world map. They did a commendable job.
