Millie first thought about becoming Mbita MP at age 13. The graduate of University of Nairobi School of Law has worked as a lawyer and women and children rights activist. The CRADLE is one of the MP’s dream come true. She founded the organization that promotes the rights of children since 1997. Millie has received the YWCA Democracy Award and the Eve woman of the year for human rights and gender. Her political tipping point came when she served as a delegate at the Bomas of Kenya, during the constitutional drafting process. ODM party nominated her to Parliament 2008 and she clinched the Mbita seat in the 2013 election.

Temporary Deputy Chairman, I beg to move: THAT, Clause 28 of the Bill be amended: (c) by inserting the following new sub-clauses immediately after sub- clause (4) ─ (7) Without prejudice to the generality of the foregoing, and subject to the special circumstances of refugees, the Refugee Identity Card shall at a minimum have a similar status to the Foreign National Registration Certificate issued under section 56 (2) of the Kenya Citizenship and Immigration Act for the purposes of accessing the rights and fulfilling obligations under this law.”

Hon. Temporary Deputy Chairman, maybe Hon. Kaluma did not understand me well. There will be refugees in an already-designated area and the commissioner can tell them to move to another designated area. What about refugees who are coming in and are not yet in a designated area? We need to include them, so that they can be told to move to a designated area. What I am doing is to net all refugees so that they are all within designated areas. The commissioner should determine that they are all within designated areas.
