Millie first thought about becoming Mbita MP at age 13. The graduate of University of Nairobi School of Law has worked as a lawyer and women and children rights activist. The CRADLE is one of the MP’s dream come true. She founded the organization that promotes the rights of children since 1997. Millie has received the YWCA Democracy Award and the Eve woman of the year for human rights and gender. Her political tipping point came when she served as a delegate at the Bomas of Kenya, during the constitutional drafting process. ODM party nominated her to Parliament 2008 and she clinched the Mbita seat in the 2013 election.

Thank you, Hon. Temporary Deputy Speaker. I request that given the earlier observation that you made, you could use your discretion under Standing Order No.1 and add us a little more time, this is a subject that is very close to my heart on the issue of gender policy. I wish to support the Committee’s Report which basically revises the 2000 gender policy. Even in supporting, gender is a social construct. It is not about biological differences between men and women. The fact that I can have a child and Hon. Otiende Amollo cannot, is a biological construct. The fact ...

men. Those are the kind of things that we are saying that because of social construction, many women tend to suffer. Therefore, this policy seeks to create that balance. Earlier today, somebody sent me a very nice photo and said, Hon. Millie, this is what you go through: That when I am going through an election, the first thing that you will see is men on the queue with you, but their path is very clear. But on mine, there are so many hurdles. There is nurturing and caring roles, babies and other factors. I remember one of my colleagues ...

Thank you, I really appreciate. As a country, we have really tried in terms of legislative work. One, of course, is the Constitution. Even though we are having challenges of realising the two-thirds gender rule - We are in court because we are not only disobeying our Constitution, but even the conventions that we have ratified. I think sometimes it is loss to us that even though sometimes a Member says that we will move the provision in the Constitution, we have to make a reservation to the Convention on Elimination of All Forms of Discrimination against Women which is ...

including mine have not done enough to make sure that there is a level playing field, especially for women. The sort of violence that we meet on our path is very difficult for women. Last week, one of our teachers was telling me: “This woman”, and she was sitting before the public. He did not refer to her as the Member of Parliament. He said: “This woman, I will hold her by her vagina”. I do not know who would tell Hon. Junet that to his face. They know Hon. Junet will probably slap him back or kick him where ...

Thank you. I will conclude, but you can see the things we are hearing on the ground, it is even difficult for somebody like Hon. Junet who is tough to repeat on the Floor of the House. Those are the kind of things that we hear on the ground and elections are not even here yet. That is why it is important to have this gender policy. I would also want to encourage the Government to take very decisive action including the Teachers Service Commission to deal with their rogue teachers. You cannot have a teacher engaging and speaking like ...

Thank you, Hon. Temporary Deputy Speaker. You can see that this is eliciting a lot of interest and debate about the boys being marginalised than the girls and vice versa. Going by the fact that, as a country and as a Parliament, we are dealing with an issue that touches specifically on gender representation, would I be in order The electronic version of the Official Hansard Report is for information purposesonly. Thank you, Hon. Speaker, for giving me this opportunity. At the outset, yesterday we saw a man praying saying that Suleiman is the one who killed Goliath with one stone and Goliath fell “pungulu.” As Parliament, if we are not careful in the way we deal with issues, we will be like those bishops who do not even understand the Bible – who actually think that somebody called Suleiman killed Goliath. The reason I am saying that is because I have actually had an opportunity to sit through even the other time when this Report came and we had to ...

primarily above the Constitution. Therefore, if you have an issue of conflict of interest that goes against the law, then the issue of privacy must fall aside. There were issues of misleading information, fraud, forgery, and blatant impunity in this thing. As a country, if we are serious in dealing with corruption, then we must support this Report. I know there are some Members who have said that the issue of personal responsibility is amorphous. I am now doing my Third Term and we have passed many Reports with the issue of personal responsibility. This would, therefore, mean that the ...
