Millie first thought about becoming Mbita MP at age 13. The graduate of University of Nairobi School of Law has worked as a lawyer and women and children rights activist. The CRADLE is one of the MP’s dream come true. She founded the organization that promotes the rights of children since 1997. Millie has received the YWCA Democracy Award and the Eve woman of the year for human rights and gender. Her political tipping point came when she served as a delegate at the Bomas of Kenya, during the constitutional drafting process. ODM party nominated her to Parliament 2008 and she clinched the Mbita seat in the 2013 election.

Thank you, Hon. Speaker. I want to thank the Leader of the Majority Party for highlighting the issue of Jerusalema Challenge. That is a bipartisan initiative for the House to show that there can be peace in diversity. We are all from different political parties and from different parts of the country and we want to demonstrate that there is peace in diversity. I want to communicate that we will have part of the shoot on Monday afternoon. It is a good workout and we encourage as many Members as possible to come. I want to thank your office for ...

Thank you, Hon. Speaker for giving me this opportunity. I wish to support this Bill in principle. I am saying in principle because I have not had time to look at it in detail, but if there are issues, I will look at them and perhaps make suggestions on amendments. When I was listening to the Mover, he said that one of the things the Bill seeks to do is to ensure that Members are not doing fundraisers throughout. I do not know what throughout means in law, unless he is the one that has put it loosely. You must ...

I would also like to indicate that one of the reasons that I would support this Bill is that I have seen in the last terms that I have been in Parliament and even now, that there are many beautiful initiatives that have started through fundraisers. For instance, I started the Chamakoa Dispensary, which I first did with Hon. Junet. He took me as a guest of honour. We did a fundraiser that time we were still allowed by the CDF to put in some money. The county has now finished it and it is the first dispensary there that ...

Thank you, Hon. Speaker. I was really pushing that you give me the chance to contribute because there are only two women in the House today. That does not stop me from still pushing for the two-thirds gender rule. I said it before. You can see that even when we are only two, it is still very difficult to catch your eye and yet I am wearing a brilliant blue. We are three in the House. We have Hon. Peris Tobiko and Hon. Sophia Abdi Noor. We are one-third. I am sorry because I know that we have one-third of ...

The women representatives went to Mombasa for quality meetings. Hon. Speaker, they are not allowing me to state what I want. When the male Members of Parliament get an opportunity to bash us on the issue of representation, they are very happy. The male representatives have also gone to Mombasa. The other male Members of Parliament are here, but the male representatives have already gone to Mombasa with the women representatives.

I want to thank Hon. Duale for bringing this Bill. However, I want to respectfully disagree with him based on Article 118 of the Constitution. Article 118(1)(b) of the Constitution says that Parliament shall facilitate public participation and involvement in the legislative and other business of Parliament and its committees. So, public participation is enshrined in the Constitution. Unless we are saying that Article is unconstitutional, then that will take it to a much higher level. I agree with the Members that as Parliament, we can regulate what we want or how that public participation can be done either by ...

I want to indicate that this is a matter that I raised before. Because we have two Houses, there will be a lot of confusion. I wanted to raise substantive legal issues, but I was informed by Hon. Otiende that I have the wrong Public Participation Bill. We will be wasting a lot of time looking at different Public Participation Bills. They are already three. Bills and deal with them as they come. When you go there, you are given the wrong Bill. So, I will be contributing to the wrong Bill. Two weeks ago, the Budget and Appropriations Committee discovered that we are processing three Bills on social workers. There is one that has been brought by a Member from Machakos County, whom I have forgotten his name, that has already passed through the Budget and Appropriations Committee. There is another one that has also passed through the Budget and Appropriations Committee that is tweaked a little from that. At that point, we were ...
