Millie first thought about becoming Mbita MP at age 13. The graduate of University of Nairobi School of Law has worked as a lawyer and women and children rights activist. The CRADLE is one of the MP’s dream come true. She founded the organization that promotes the rights of children since 1997. Millie has received the YWCA Democracy Award and the Eve woman of the year for human rights and gender. Her political tipping point came when she served as a delegate at the Bomas of Kenya, during the constitutional drafting process. ODM party nominated her to Parliament 2008 and she clinched the Mbita seat in the 2013 election.

Thank you, Hon. Temporary Deputy Speaker. With due respect to the Member, who is saying very important things, the clock to my right is saying time is up while the one to my left is saying we still have five minutes. Would I be in order to request that you use your discretion, under Standing Order 1, and declare the clock to my left the correct one, so that the Member can finish what he is saying? Otherwise, he might not finish. Also, given that I will not be here next week, may I just declare that I oppose the ...

Thank you, Hon. Temporary Deputy Speaker. Is Hon. Obara in order to suggest that Members are making noise? Members do not make noise but they consult loudly. Even as you give a ruling, direct that Members may consult in lower tones, but they do not generally make noise.

Thank you, Hon. Temporary Deputy Speaker. I want to stand together with the family and the people of Likoni for the loss of the mother and her child. Indeed, it was a terrible tragedy that should not happen at this time and place in this country. I watched the video of the accident and there are two things that stood out. So, why are we not investing in training locals to be able to deal with disaster cases? Even within the ferry, what was there to help the people who were in the ferry to deal immediately with disaster? This was a case of one car. Assuming the whole ferry ...

Thank you, Hon. Deputy Speaker, for indulging me. This is very brief. I have just looked at the Bill tracker. I have three Bills pending before the House. Only one is in the Bill tracker and that is why I am putting it here. Is there another way that we can know because we have put in a lot of energy and effort in bringing Bills? Mine are complete and I do not know where they are.

Yes. One is on the Bill tracker. It has come for First Reading but then it has gone dead after that. Is there a way that the House Business Committee (HBC) could fast track Bills by Private Members so that our work is not in vain? I brought one of the Bills in the 10th Parliament, 11th Parliament and now it is in the 12th Parliament.
