Millie first thought about becoming Mbita MP at age 13. The graduate of University of Nairobi School of Law has worked as a lawyer and women and children rights activist. The CRADLE is one of the MP’s dream come true. She founded the organization that promotes the rights of children since 1997. Millie has received the YWCA Democracy Award and the Eve woman of the year for human rights and gender. Her political tipping point came when she served as a delegate at the Bomas of Kenya, during the constitutional drafting process. ODM party nominated her to Parliament 2008 and she clinched the Mbita seat in the 2013 election.

Hon. Speaker, I think there is a spiritual excitement related to churches. I supported this lady. Her name was brought to the House, but I was one of the minority voices. This House, having pronounced itself on it, even though I am a minority voice, the rule of law must stand.

Hon. Speaker, if you stick by the rule of law, you need to stick knowing that it will follow you like we have seen of late. Hon. Speaker, we should not look like we are hounding this lady, criminalising her and making her feel as bad as the young man from Murang’a who spoke on Citizen TV yesterday. He spoke and the English “disappeared” a little, and Kenyans have been hounding him and yet he is a young man. English came to this country on a ship. It is not a native language.

This Bill seeks to repeal the Sectional Property Act of 1987 and in some way reminds some of us that we are not very young because, when the then Sectional Titles Act was being discussed in 1987, I was at the university. It sounded like the most outrageous thing, but also became a very interesting piece of legislation because it was doing something that was not known then, but several years later, there are different challenges and new developments that Kenyans have been confronted with. This Bill also helps because we have a very big population increase. The rural-urban migration is very high and we have a housing challenge in the country. The reality is that we have cases where people need to acquire property especially struggling young people. This is an answer to several people, but at the same time brings sanity so that you do not have people being conned in this sector. There are very many people who have lost their life-savings to people who have done very bad schemes especially in the building industry.
