Millie first thought about becoming Mbita MP at age 13. The graduate of University of Nairobi School of Law has worked as a lawyer and women and children rights activist. The CRADLE is one of the MP’s dream come true. She founded the organization that promotes the rights of children since 1997. Millie has received the YWCA Democracy Award and the Eve woman of the year for human rights and gender. Her political tipping point came when she served as a delegate at the Bomas of Kenya, during the constitutional drafting process. ODM party nominated her to Parliament 2008 and she clinched the Mbita seat in the 2013 election.

Thank you. So, based on principle and content, we tell the Executive that we do not like this tendency where Cabinet Secretaries are trying to consolidate power and take this country back to where we have come from. If we consolidate power in one person, we will be creating rogue Cabinet Secretaries. There is a reason why we dispersed power, including through devolution. So, why would we be dispersing and devolving power then come back and concentrate it again on a Cabinet Secretary? We refuse because that principle died in 2010 when we came up with a new Constitution. I ...

Hon. Temporary Deputy Chairlady, I beg to move: THAT, the Schedule to the Bill be amended in the proposed amendments to the Public Procurement and Asset Disposal Act, (No.33 of 2015) – (g) in the proposed amendments to section 126(3) by deleting the word “seven” and substituting therefor the word “fourteen”; The proposed amendment reduces the variation period to seven days from 21 days. The period is too short. I therefore propose a period of 14 days, which is similar to the previous amendment that we had already done. Thanks.

I wish to inform the Leader of the Majority Party that I am an aspiring contractor, but I am one currently, especially after I watched Governor Sonko yesterday say that he has over 1,000 title deeds and over 100 logbooks. I actually discovered that I can be declared bankrupt, going by Sonko’s standards. I am extremely poor.

Hon. Again, it is giving the contract period a very short time by reducing it to seven days. From what happens in our constituencies, sometimes such a period is very short. So, I propose that we retain it at 14 days and not seven days.

Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity. You know sometimes the challenges of technology… I have been here for quite a while and since I was preoccupied, I only realised now that my system had gone dead. I think we need to look at the systems around here because they keep misbehaving. I want to congratulate Mr. Okiya Omtatah for doing a good job. I know he has a love- hate relationship with Members of Parliament. There are times we love him for what he does and there are times we hate him in equal measure. ...
