Millie first thought about becoming Mbita MP at age 13. The graduate of University of Nairobi School of Law has worked as a lawyer and women and children rights activist. The CRADLE is one of the MP’s dream come true. She founded the organization that promotes the rights of children since 1997. Millie has received the YWCA Democracy Award and the Eve woman of the year for human rights and gender. Her political tipping point came when she served as a delegate at the Bomas of Kenya, during the constitutional drafting process. ODM party nominated her to Parliament 2008 and she clinched the Mbita seat in the 2013 election.

Hon. Temporary Deputy Chairman, I have several proposed amendments. I hoped that we would finish today but apparently we will not. I am forced to leave because I am going on parliamentary duties out of the country. I know that I am supposed to do this formerly which I will do. I have requested Hon. T. J. Kajwang’ and Hon. Nyikal to propose my amendments. I am doing that formerly, but I am also letting you know so that you do not wonder why they are moving my amendments. I am doing it formerly and out of courtesy.

Hon. Speaker, I am very interested in what the Leader of the Majority Party is saying. In order to suggest that we can Google, there should be facilities. There are no gadgets on this side and he is talking about the medicinal value of camels. Some of us would be interested in knowing the medicinal value. Maybe we are about to get something that is very beneficial to the country and we do not know. What the Leader of the Majority Party is telling us to Google is not possible. The only thing in front of me is water. I ...

Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity. I will again mention the same concern that I have had when we are dealing with Statute Law (Miscellaneous Amendments) Bills. If you look at the content of the Bills that are brought before us, they have very weighty issues contained in several pieces of legislation. This one has come after we have dealt with another miscellaneous and another omnibus legislation. In effect, in a period of two months we could easily have dealt with 100 pieces of legislation. Logically and intellectually, we are not doing the House and ...

favour. We will be working in rushed manner and we will not be looking at the work before us properly and we will not give it the depth and information that is needed of us when we are legislating. Even the time that we have for commenting may not be sufficient for the number of Bills we have. I do not have the English word for what we are doing. We are supposed to be persuading each other but there is no time to persuade each other. When the other Members are speaking and busy trying to look at all ...

Recently, I was involved in a very big meeting. This was apparently the third security meeting between Ugandan and Kenyan authorities on fisheries and issues of the lake. They raised very many concerns about disparities between the laws of Uganda and Kenya. When there is a clash between the Ugandan authorities and the Kenyan fishermen, they tend to use the Ugandan law. What I had hoped to see, which we had actually agreed on, is amendments that seek to harmonise and bring the Ugandan laws closer to the Kenyan laws. That is not something that can only be done by ...

Thank you, Hon. Deputy Speaker, for giving me this opportunity. I am even shocked to learn that they were beaten 8 -1. Why I am shocked is because I applied to be a member of Bunge F.C. but they have refused to admit me telling me that it is all-male, which is unconstitutional. If I had been admitted in that team, we would have been the ones scoring 8 and the other side would have scored 0. Where I come from, Suba North, we have Suba Lakers, which is an all female team that is the best nationally. So, why ...

Thank you, Hon. Deputy Speaker. I thank the Leader of the Majority Party for the order of business next week. I would just like him to clarify why it is not in the interest of the House for the HBC to prioritise amendments to the Sexual Offences Act, given the high number of cases of girl pregnancies in schools, especially touching on Homa Bay as number two. Why have they not prioritised amendments by Hon. Florence that touch on sexual offences? This is because the issues of girl pregnancies are a sexual offence matter. It is not just an education ...
