Millie first thought about becoming Mbita MP at age 13. The graduate of University of Nairobi School of Law has worked as a lawyer and women and children rights activist. The CRADLE is one of the MP’s dream come true. She founded the organization that promotes the rights of children since 1997. Millie has received the YWCA Democracy Award and the Eve woman of the year for human rights and gender. Her political tipping point came when she served as a delegate at the Bomas of Kenya, during the constitutional drafting process. ODM party nominated her to Parliament 2008 and she clinched the Mbita seat in the 2013 election.

Hon. Temporary Deputy Speaker, I am not worried about giving him legal or other services, but my concern is this: Is the Leader of the Majority Party in order to be intimidated by me? This Leader of the Majority Party does not speak? Every time he speaks, he must make reference to hon. (Ms.) Odhiambo- Mabona. Allow me to even change my dressing style or hairstyle so that I am less intimidating to him because he may not be able to deliver his--- Sometimes, he gives the excuse of Ramadhan . Even if I am fasting, I am not scared ...

Hon. Temporary Deputy Chairman, I want to agree with hon. Kibunguchy that if you actually say, “at least two” then you are giving room for more than two. I want to encourage my Chairman, now that he is the one with the authority to make amendments on his feet, to propose a further amendment to delete the words, “at least two” and therefore provide, “two Deputy Directors who shall include the Deputy Director for Crops (including Miraa ) and the Deputy Director for Livestock. I am encouraging the Chairman to move a further amendment to that amendment.

Hon. Temporary Deputy Chairman, the essence of the Committee of the Whole House is so that even the things that we may have missed at the Committee stage, we look at them at this point. I am a member of the Committee. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor.

When you are in the Committee of the whole House, they enable you to see certain things that you may have missed at your Committee level. I know you are also a lawyer and by the moment you see somebody starting to question about interpretation, especially when it is very clear about the plain meaning, then it is--- I agree with hon. Dr. Kibunguchy that the most obvious meaning is when you say, “at least two Deputy Directors”, “At least” means that there can be more. But that was not the intention! We sat as a Committee and our intention ...

Hon. Temporary Deputy Chairman, now that we are looking at the issue of the wage bill, the Government’s policy is to reduce and not to expand. So, why are we putting the Directors---

Thank you, hon. Speaker. I take this opportunity to thank all the Members for the support they have given this Bill. I am glad that hon. Kang’ata has spoken last and made very strong points that strengthen this Bill. I am not saying that he is the only one, but because he has been in the criminal justice system as a lawyer for long, he has a shaper eye for imbalances. One of the aims of this Bill is actually to cure those imbalances. When I was practicing I represented women and children a lot and one thing I noticed ...

Hon. Temporary Deputy Speaker, I thank the Chairperson of the Committee for that clarification and I want to agree with the hon. Member who asked the question that the matter has taken unduly long and that students have suffered as a consequence. What I want to ask is on the recommendation that the Chairperson has raised; that there must be a stop of ethnicisation of students. I do not know whether she called it student leadership or studies in the university. What I would want the Chairperson to clarify is about their recommendation: Is it only targeting students or is ...

Hon. Temporary Deputy Chairman, indeed, it is true that you are going too fast. From what the hon. Member has indicated, it is clear that most of the amendments relate to the word “psychotherapists”. So, in order for us to move faster, instead of going per sub-clause, where they are similar; we just consider them together. For instance, we can consider 1(g), subclause (2). The only one that is different is subclause (4), which is on the Constitution, and the next one. Even the Committee agreed that we go that way. There is a Bill that is coming on that ...

Thank you, hon. Temporary Deputy Chairman for giving me this opportunity. I actually had the same concern that really not only is the amendment superfluous, but we have already passed it. The second one is very directly negating what we have just passed and really from a legislative perspective, we cannot do this. We cannot just pass one and then go ahead and negate it. So, all he needs to do is to drop his amendments. I would want to urge the Chair of the Committee to drop that amendment.
