Millie Grace Akoth Odhiambo Mabona

Millie first thought about becoming Mbita MP at age 13. The graduate of University of Nairobi School of Law has worked as a lawyer and women and children rights activist. The CRADLE is one of the MP’s dream come true. She founded the organization that promotes the rights of children since 1997. Millie has received the YWCA Democracy Award and the Eve woman of the year for human rights and gender. Her political tipping point came when she served as a delegate at the Bomas of Kenya, during the constitutional drafting process. • 5 Dec 2013 in National Assembly: Hon. Temporary Deputy Chairlady, on section (e) I am glad you have noticed the trend and that is why you are joining. But I am also glad with my trend which I will probably do. But on Section (m) I wish to propose that as per the Order Paper--- view
  • 5 Dec 2013 in National Assembly: Sorry, hon. Temporary Deputy Chairlady. I beg to move:- THAT, clause 3 be amended in sub-clause (3)- (d) by deleting paragraph e. Section (e) makes reference to section (m) in the parent Bill. What the proposed amendment does in the Bill is to delete the words “organization”, and “administration” and it therefore, leaves the Commission only with the power to investigate, monitor and evaluate personnel practices and service. Meaning somebody else would have set it, then they only come to evaluate. So, really what we are doing is killing the Commission. Therefore, I very proudly oppose. Hon. Temporary Deputy Chairlady, ... view

  • 5 Dec 2013 in National Assembly: Hon. Temporary Deputy Chairlady, I beg to move:- THAT, clause 3 be amended in sub-clause (3) - (e) by deleting paragraph (f). Again, what the amendment is seeking to do is also to remove the role of the Commission to monitor and evaluate the performance of the service. Therefore, what we could do after this if my amendment fails; perhaps, you could change the Bill and say; the Commission’s work shall be to sweep. That is what we are basically doing. I will still put my amendment, nonetheless. view
  • 5 Dec 2013 in National Assembly: Thank you, hon. Temporary Deputy Chairlady. I am glad that you said it is my final amendment on that Clause. view
  • 5 Dec 2013 in National Assembly: Hon. Temporary Deputy Chairlady, I will not drop the amendment. Unless one is a stranger in this House, hon. Members know that I will move the amendment. Therefore, I beg to move that we delete paragraph (g). The proposed amendment is actually very long. Sub-clause (f) provides that the Commission will review or ratify disciplinary action taken by the IG. So, all the other amendments that the Departmental Committee Chairman is purporting to make become a nullity in the face of this particular amendment. This is because the IG will take all the disciplinary actions. All that the Commission will ... view
  • 28 Nov 2013 in National Assembly: On a point of order, hon. Speaker. I know that whenever a Statement is raised, it becomes the property of the House. I also know that the practice is that when a Member who has requested a Statement is not there, it should not be read. I am not too sure whether hon. Mutua is in the House. I have not seen her. view
  • 28 Nov 2013 in National Assembly: She is not in the House, hon. Speaker. view
  • 28 Nov 2013 in National Assembly: Thank you, hon. Speaker, Sir for giving me this opportunity. I wish to indicate that I am very reluctant to support this Bill. The reason I am very reluctant is basically because of the reasons that were espoused by hon. Kaluma. What he was saying is that the Committee on Justice and Legal Affairs has proposed amendments urging the House not to do amendments on the Report. I can almost predict that their amendment is likely to be defeated. I am not saying we should gag Parliament, it is important that any Report that is concluded be brought to Parliament. ... view
  • 28 Nov 2013 in National Assembly: Court (ICC) and it is good ICC has said now we can go digital. I am hoping the conference will allow it, so that the President and the Deputy President can come back here and work on trying to heal the divisions in this country. That is because if we are not careful, we will go a worse route than Rwanda in this country. Sometimes, we like behaving like the ostrich and hope things are okay. It will not go away. Let us deal with the hurt, whether it is on land issues, elections, violence, or whatever it is. Sometimes, ... view
