Millie first thought about becoming Mbita MP at age 13. The graduate of University of Nairobi School of Law has worked as a lawyer and women and children rights activist. The CRADLE is one of the MP’s dream come true. She founded the organization that promotes the rights of children since 1997. Millie has received the YWCA Democracy Award and the Eve woman of the year for human rights and gender. Her political tipping point came when she served as a delegate at the Bomas of Kenya, during the constitutional drafting process. ODM party nominated her to Parliament 2008 and she clinched the Mbita seat in the 2013 election.

Thank you, hon. Speaker, Sir. I really want to agree with you that they have done a commendable job. But I cannot help but feel horrified listening to this story, especially touching on students and young girls. You know that we are within the period of 16 days of activism against gender-based violence. That one aside, other than what the Committee has said, honestly, can they not do more? Why can they not demand that Mr. Chatur or whatever the name is, appears before them? Honestly, it is a girls’ school and people are parking their cars there! I am ...

what the law says. This is a place where I am willing to break the law to protect children. I know that the law is on our side; honestly the Committee needs to do something. I know they have done a lot, but if you look at the statement the Cabinet Secretary has given, he finishes with “they should.” I think the Cabinet Secretary needs to give a very clear directive, which is: “get out of here.” It is just a directive. I do not care whether it is the county government, the first thing is about protecting children.

Thank you, hon. Temporary Deputy Speaker, for giving me the opportunity to contribute to this Bill.

I want to say at the outset that I want to very seriously oppose this Bill but having spoken with the Leader of Majority Party, I will still oppose it but not with the same might and strength. In a very rare moment, we have discussed with the Speaker and we have agreed to take a bipartisan approach to some of these issues because they affect all of us. When Kenyans suffer, they do not suffer as Jubilee Kenyans or CORD Kenyans. They all suffer as Kenyans. If you look at the amendments that have been proposed to the Public ...

basic resources that the Government is not able to provide in that constituency. Unfortunately, most of us look at civil society organisations, which people have branded negative. They are not negative, otherwise, I would not be in this House. They are not negative, otherwise, we would not have an increase in the number of women in this House. We would not have had the space that we have had in this House. However, I agree with the issue of accountability. I called for it when I was in the civil society. If we want the Government to be accountable, civil ...

Intelligence Service. I do not know whether, because they are dealing with security issues, they are so secure that even us, who are supposed to pass the amendments, should not know what the amendments entail. That is the approach they seem to be taking. We need to know what we are amending. I want to mention very quickly some of the amendments that I do not like, starting with the definition of “Cabinet Secretary” under Cap.2 vis-a-vis the new Constitution. I wonder what mischief we are trying to cure by removing the Director of Public Prosecutions from the Advocates Disciplinary ...

Majority Party had issue with, is the KDF Act, where it talks about deployment on the Garissa issue. We refuse that it has to come to Parliament. We are now removing it again. I have issues on almost 31 of the 49 Acts but due to time constraint, I cannot mention all of them. On that basis alone, it shows that we need to seriously re-look at the Statute Law (Miscellaneous Amendments) Bill. With those remarks, I do not support.

Hon. Temporary Deputy Speaker, I also wish to support. In doing so, I want to tell the House that we need to put a very light yoke on us, because we know that our election machinery is still nascent. The institutions we have are nascent; they are still growing. When we put onerous burdens on ourselves, we end up shooting ourselves under the foot. So, let us have a more open system and not an onerous one. I support hon. (Eng.) Gumbo.

Hon. Temporary Deputy Speaker, I want to apologize that I had an emergency and I had to run out. I really wanted to raise a point of order even before the Leader of Majority Party proposed these amendments under the Statute Law (Miscellaneous Amendments) Bill.
