  • 28 May 2013 in National Assembly: Hon. Deputy Speaker, if you look at the HANSARD of the Tenth Parliament, I am on record having raised issues several times concerning matters that were being passed in hurry. This is not the first time we are being given a report about a very important Constitutional office and we are being told to pass it in a hurry. view
  • 28 May 2013 in National Assembly: If we approve the appointment of Justice Kalpana Rawal today, it will be based on her face; on how beautiful or ugly she looks. But it will not be based on what we know about her. view
  • 28 May 2013 in National Assembly: Hon. Deputy Speaker, whereas I do not want to dispute your ruling, I would want to urge that this House lets the name pass without debate so that we do not go on record as approving a person that we have not vetted. So, let the law take effect so that later, if an issue will be raised, at least this House will be absolved of never having had opportunity to vet Justice Rawal. I am not saying there is anything wrong with her because I have absolutely no idea and I do think it is in order for us ... view
  • 23 May 2013 in National Assembly: Thank you, hon. Deputy Speaker for giving me this opportunity. I stand on a point of order seeking your guidance and ruling on this issue. When the substantive speaker was speaking I am sure probably you were not in the House at that time. This matter was canvassed at length and the hon. Members who were in the House had that opportunity to raise the issues that they are raising now. So, what they are going to do in effect is that by backdoor they are trying to get you to reverse the ruling of the substantive Speaker. Speaking especially ... view
  • 22 May 2013 in National Assembly: On a point of order, hon. Speaker, Sir. Thank you for the opportunity. I have been pressing for a point of order for a while but I am glad you have said that it has not been showing. Hon. Mbarire has raised a very important issue as she is concerned that a cartoon on the Nation media is depicting female Members massaging the Deputy President, hon. William Ruto. What I would like to know is that I have actually seen that cartoon and I am not too sure whether there is anything there that seems to suggest that those are ... view
  • 22 May 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker, Sir, for giving me this opportunity. I want to thank hon. John Mbadi for bringing this Motion. I wish to move an amendment that the Motion be amended by deleting the words “and access cheap loans” immediately after the words “be given grants” appearing in the seventh line of the Motion and also by inserting the following words “and further urges that the annual closure season for fishing be reduced from four months to one month commencing from 1st April to 1st May immediately after the words “correct and scientific fishing gear” appearing at ... view

  • 21 May 2013 in National Assembly: It was not me but I want to say that I was privileged to be one of the framers and drafters of the Constitution. I even know its history; as a lawyer, I am sure you know that even when the court interprets the law, it looks at the plain meaning, and where the plain meaning is does not assist it, it goes to the legislative history. If you go to the legislative history, I can state for a fact that I was in the Select Committee of 27 hon. Members. I know for a fact that the history was ... view
