  • 2 Jan 2013 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to support this Bill. In doing so, I want to congratulate hon. Keynan for bringing this Bill. Indeed, when I came to this House, there are certain Bills that I had a very specific interest in; that I actually thought I would even bring myself. This is one of the Bills that I thought, if time allowed, I would have brought myself. I think hon. Gitobu Imanyara picked words from my head. I largely concur with what he said. It is very interesting – I guess it is because we come from the ... view
  • 2 Jan 2013 in National Assembly: Mr. Deputy Speaker, Sir, I rise to support this Bill and in doing so, I want to say that there are many times that we are moved to take populist stands and this is one time I will not take a populist stand. I will say that because of this reason: For the duration that I have sat in this Parliament, many times I find many hon. Members who served the previous parliaments really miserable and they beg for money from other hon. Members of Parliament because for those of us who are here and are realistic, we know what ... view
  • 2 Jan 2013 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I thank the Minister for bringing this Bill to the House, but I wish to indicate that I oppose it in its present form. I would want to encourage that there be amendments. One of the reasons to oppose the Bill is that it undermines devolution by taking away the powers of county governors. It creates a parallel system which provides an environment for clashes between the National Government and county governments. Mr. Temporary Deputy Speaker, Sir, I want to indicate very categorically that the Constitution protects chiefs and assistant chiefs. So, this Bill is ... view
  • 27 Dec 2012 in National Assembly: Mr. Speaker, Sir, I am, indeed, sympathetic to the Assistant Minister. First, if you noticed, I wanted to ask a further question, but I have changed it to a point of intervention due to the fact that he has indicated that he has just read the answer and that he does not have details. So, I do not know if he would be in a position to respond to the issues we want to interrogate. For instance, I would want to know whether Authority to Incur Expenditure (AIE) has been issued--- view
  • 27 Dec 2012 in National Assembly: Mr. Speaker, Sir, would I be in order to request that the Assistant Minister comes back when he is better prepared to answer this Question? Right now, he is not prepared to answer it. I am sympathetic that he has just come from Tana River County where he was dealing with security matters. view
  • 27 Dec 2012 in National Assembly: Mr. Speaker, Sir, I stand guided. Mr. Speaker, Sir, would I be in order to ask that this Question be deferred to next week, so that the Assistant Minister can come back better prepared, as I am? view
  • 27 Dec 2012 in National Assembly: Mr. Speaker, Sir, in relation to the Statement that hon. Shakeel has sought, there is a law that we passed in this House last week which obligates the Government to clear the water hyacinth within six months. So, in the response, could the Minister indicate what the Government will do to ensure that the provisions of that law, the Agriculture, Livestock, Fisheries and Food Authority (ALFA) Bill or now the ALFA Act, if it has been assented to are complied with? view
  • 27 Dec 2012 in National Assembly: On a point of order, Mr. Chairman, Sir. I had given an amendment on Thursday in relation to this Bill and I cannot see it in the Supplementary Order Paper. view
  • 27 Dec 2012 in National Assembly: No, I do not have, Mr. Chairman, Sir. I gave out all the copies on Thursday. I gave out about four copies. view
  • 27 Dec 2012 in National Assembly: In relation to the Statute Law (Miscellaneous Amendments) Bill? view
