My explanation is that, under the Constitution it is required that any appointment within the transition period must be done in consultation with the Prime Minister. That is as provided for under Section 29(2) of the Sixth Schedule of the Constitution. view

Members are resisting issues that touch on their private life. They are saying that those issues are already provided for in the Constitution.
