Millie first thought about becoming Mbita MP at age 13. The graduate of University of Nairobi School of Law has worked as a lawyer and women and children rights activist. The CRADLE is one of the MP’s dream come true. She founded the organization that promotes the rights of children since 1997. Millie has received the YWCA Democracy Award and the Eve woman of the year for human rights and gender. Her political tipping point came when she served as a delegate at the Bomas of Kenya, during the constitutional drafting process. ODM party nominated her to Parliament 2008 and she clinched the Mbita seat in the 2013 election.

Hon. Temporary Deputy Speaker, going by what you have just said, this House is not properly constituted. We do not have quorum in this House. How do we proceed with the House? You have just said that there is no quorum. If we have no quorum, how are we proceeding? That has come from your own mouth. If we do not have quorum, I do not think we should proceed.

Thank you, Hon. Temporary Deputy Speaker. Hon. Gedi is allowed to debate. I want to encourage Members that when we are dealing with serious issues of security, we should be sober. This is about the life of the country. Let us be sober in the way we deal with security issues. When I was debating security issues, I was sober. I want to warn my brothers that if you touch a woman, you touch a live wire. I will deal with you perpendicularly. Do not call my sister, Hon. Rozaah, your girlfriend. She does not desire a boyfriend. She is ...

Thank you, Hon. Temporary Deputy Chairlady. Please, request the Chairman to sit down. That is the procedure of the House. The Chairman is my good friend. I just wanted to enable us move faster because before, we did not know where the clauses were. Now that we have found the clauses, there is no need to read for us clause by clause like we are nursery school children. Just give us the justifications. We already have Clause 5 and we can see what it is about. Those who have not got it, just go online and read the Kenya National ...

Thank you, Hon. Temporary Deputy Chairlady. I think this is a good provision that requires we have people with expertise. At least five of them must be in senior management positions. I want to insist that I have been here for a long time and this is not the way to go in the Committee of the whole House. If we have amendments going to 40 pages and he is made to read every single line, we will be here for 40 years. All he needs to do is say “as per the Order Paper” and then explain. He is ...

Thank you, Hon. Temporary Deputy Chairlady. I wish to support the bulk of these amendments, because one of the things that we have faced is a crisis in the sugar sub-sector. Farmers have been suffering. With these levies, we see a focus not just on the producer, but the farmers as well, through farm improvements, farm inputs, farm operations and price stabilisation. This is welcome. It is a very good amendment. I support.

Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity. Of course, I wish to support the Committee on the Motion to adopt these two protocols relating to the African Charter on Human and People’s Rights. The protocols are basically to support PWDs and older persons. Article 2(5) and (6) of the Constitution provides that any treaty that is ratified by Kenya becomes part of the laws of Kenya. So this is the first process towards ensuring that these two Protocols become part of the laws of Kenya. It is, indeed, unfortunate when we indicate that since one of ...
