There is no consistence in the scholarships. My worry is that we have been losing scholarships, maybe, due to negligence or maybe they are given to family members and friends. In some countries where partial scholarships are given, you know very well that some of the students cannot afford to cater for their accommodation and food. Recently, I was in Russia and a number of students who got partial scholarships told us that there is money at the Embassy but the money has not been released. When we discussed this with the Ambassador in Moscow he told us that the money was destined to be returned to Nairobi because the Ministry had requested that the money should not be disbursed to the students. I wish to ask the Assistant Minister to confirm that the money, which was allocated for that purpose, which is Kshs400 million, shall be ring-fenced and not returned to the Treasury. The project has been delayed. I am happy you have already advertised for the tender to do a comprehensive design. I can confirm to the House that the market for Mandera East has been done without any problem using Kshs10 million. So what is the reason that these other markets have stalled and yet Mandera is the furthest from Nairobi? view

This is a very good scheme that will help alleviate poverty in that region. We are now talking about the issue of borehole and provision of water to the local people, how will he be able to source water for this ambitious irrigation programme? view

Is the Assistant Minister in order to mislead the House by saying that the projects earmarked for Mandera worth Kshs400 million and in Garissa worth Kshs300 million have no issues? He says the communities have no issues with the project. If there is a problem in Wajir, why has the Mandera and Garissa projects not commenced? view
