  • 9 Jun 2022 in National Assembly: We had issues with delay in the construction of the transmission line. The contract was awarded to a company that did not have the capacity to construct it. It is called Isolux Corsan. Eventually, it filed for insolvency. Then, we got another company. Basically, this energy or power from the power plant at Turkana was idle. The company that constructed the power plant ended up now charging us this energy which was to be evacuated from the power plant to the distribution places. view

As much as the Bill suggests extensive amendments to the Registration of Persons Act, there are inherent dangers and risks in it. The first risk is that of exclusion. The Bill does not sufficiently address concerns of exclusion repeatedly raised by the civil society and the public. There are thousands of Kenyans who have no birth certificates and identity cards.   • 13 Apr 2022 in National Assembly: The Huduma Card will be the basis of accessing health services, banking and education, among others services. If people do not have the Huduma Cards, there is no framework in this Bill that caters for them. There are no ways of having those people access services. Imagine one is a sick person without a Huduma Card and he or she wants to access health services. He or she will not be able to. This is not addressed.   • 13 Apr 2022 in National Assembly: As we are aware, because this thing was hurriedly done, there was no sufficient public participation. We needed to have enough public participation for Kenyans in remote areas and in far-flung areas like the border areas to ensure that everybody understood what the Huduma Card is all about.   • 13 Apr 2022 in National Assembly: This Bill needs to be withdrawn in its entirety from Parliament so that we go back to the drawing board and address the inherent risks. Denying one Kenyan the right of access or inclusion is denying the whole world as far as I am concerned. That is because the right of one individual is very important. We need to address these issues before this Bill becomes law. Of course, I know it will come to the Committee of the whole House where we have the opportunity to make amendments to it. I will propose many amendments regarding this Bill. view

Community groups are very critical in our society. They are basically one of the important drivers of the rural economy in our communities. Community groups through their associations are there to improve the lives and the livelihoods of the group members. The absence of a regulatory framework has hindered the growth and development of the community groups. Therefore, coming up with a regulatory framework or a Bill that governs the registration of community groups is very important. ... view
