  • 13 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I support the budget allocation for the State Department for Fisheries Aquaculture and the blue economy because it is important, as a country, to grow the blue economy. Indeed, we have got one of the longest coastlines and one of the best parts of Lake Victoria. Therefore, encouraging this kind of department to have more resources is very important. Also, when the department is given such funding, they should consider to expand fish farming and even engage Arid and Semi-Arid Lands (ASAL) communities. So, that fund that we are giving to them should not ... view
  • 13 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. I am glad you have sighted me now at the far corner here. The TSC budget is too personal to me because I must put on record that TSC has not been kind enough to the children of the North Eastern Province of Kenya simply because of the number of teachers that were taken off there. The funds or the monies we have put in budgets in previous years have not been allocated rightly for those teachers. What is important here is that enormous amount of money now has been allocated there. I disagree ... view
  • 6 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for allowing me and acknowledging that I have been fasting all day long. Ramadhan is a very important holy month for all Muslims who observe it and I pass my sincere greetings to all of them. At this particular time while I have the Floor, I support the Budget because it is quite comprehensive and supports the national development of this country. I want to thank the Budget and Appropriations Committee for tirelessly committing their time and considering the entirety of the needs of this country. While we deal with the Budget almost all ... view
  • 6 Jun 2018 in National Assembly: On the issue of public participation on this issue of the Budget, I see that there has been no over the board participation of all constituents particularly in my Wajir South Constituency. It has not done full participation of this simply because they did not get the opportunity to say whatever they wanted to say. view
  • 6 Jun 2018 in National Assembly: The other aspect is education. There are schools that barely have the resources required, particularly the schools in Arid and Semi-Arid Lands (ASAL). We are struggling to ensure that our children, who are nomadic pastoralists, are based in boarding schools and institutions where they can learn while their parents travel across our constituencies or across the country in search of pasture and water for the communities. That seems not to have been factored well in this Budget. I would like to see that such important issues are considered. view
  • 6 Jun 2018 in National Assembly: Another important thing that were not considered enough although it was considered on the face value is about safety nets or disaster management. For the safety nets, we have experienced global warming humanitarian crisis. One of it is about the drought and the famine that we have gone through over the past 20 years in this country that has ravaged almost all parts of the country. Farmers were not happy because there were no rains. Nomadic pastoralists were not happy because there was no grass and pasture. Therefore, that needed to have been considered. view
  • 26 Apr 2018 in National Assembly: Thank you very much, Hon. Deputy Speaker. I support this Bill. This is a very important Bill. It is a Bill of the 21st Century because technology has come in the 21st Century. Therefore, it is crucial that we support it and ensure that it goes through and becomes a law. view
  • 26 Apr 2018 in National Assembly: Cybercrime is so bad. Therefore, it is important that we all gang up against it in that matter. The Standard Newspaper on 10th April 2017 reported that Kenya is the worst hit by cybercrime. Therefore, this Bill has arrived too late. We must take action as soon as possible and fast-track it. Cybercrime is growing so fast that it is in peril. Kenya lost US$171 million, Tanzania lost US$85 million, and Uganda lost US$35 million all in cybercrimes. The rest of the personal and economic loss is so overwhelming. Therefore, our society is so much strained by the crimes and ... view
