  • 10 Jan 2013 in National Assembly: Thank you, Mr. Speaker, Sir, for giving me this opportunity to contribute to this important Motion. Mr. Speaker, Sir, I want to thank you, particularly for your leadership. Perhaps, when history is written, it will be confirmed that there could be no other Speaker like you. But hopefully, in the next Parliament, our prayers are that the Membership that will be in, will maintain your leadership. Mr. Speaker, Sir, I was in Eighth Parliament and this particular Parliamentary term I got an opportunity through my party, the Wiper Democratic Movement and the party leader. I want to thank my party ... view
  • 10 Jan 2013 in National Assembly: Mr. Temporary Deputy Speaker, Sir, finally, as a result of our engagement against terror, there is a collective punishment going on right now in Eastleigh. Anybody who looks like me in Eastleigh lives in fear today. I want to urge the security forces to be careful in the management of security affairs in our country. view
  • 19 Dec 2012 in National Assembly: Mr. Speaker, Sir, thank you for giving me this opportunity to also congratulate the President and wish him well on behalf of the party that has nominated me, that is the Wiper Democratic Movement, now in the Coalition for Reforms and Democracy (CORD), for all practical purposes. view
  • 19 Dec 2012 in National Assembly: Mr. Speaker, Sir, I want to thank the President. When I came to the Eighth Parliament first, I happened to be one of the young Deputy Ministers. At that time, I was Assistant Minister for Foreign Affairs. The President was always concerned about peace in the region. Many times, he asked me to brief him about the situation in Somalia. I am now very happy that he has achieved the vision he had for peace in this region. I want to wish him well. I know he has a lot of energy and desire to make peace, not only in ... view
  • 6 Dec 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I also want to join my colleagues in thanking the hon. Member for this petition. I also want to say that the Pensions Department needs to be decentralized in all the 47 counties. At the moment, it is very difficult to operate. Kenyans come here and spend a lot of money. It is the teachers who suffer most coming to Nairobi when they retire. I propose that this department should be decentralized. view
  • 20 Nov 2012 in National Assembly: Thank you very much, Madam Temporary Deputy Speaker, for giving me this opportunity to support this Bill. Madam Temporary Deputy Speaker, the intention of the Bill is to extend the period within which the Truth, Justice and Reconciliation Commission (TJRC) should have concluded its report. It would have been quite fair to all of us if the Commission had done its responsibilities within the time given. We know the challenges that the Commission was confronted with at the beginning, but most of us were in great anticipation to conclude the report, table it and go to the elections. For some ... view
  • 10 Oct 2012 in National Assembly: Mr. Speaker, Sir, I rise to seek a Ministerial Statement from the Minister for Higher Education, Science and Technology in respect of the circumstances surrounding the failure of over 600 students admitted to Garissa University College to report to the university on time. In his Statement, I would like her to explain why over 600 Joint Admissions Board (JAB) students have not reported to university to date and clarify whether there are plans to transfer them to other universities in the country. I also want the Minister to confirm that the operations of the university will not be interfered with, ... view
  • 3 Oct 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. Indeed, from the Assistant Ministers reaction, he does not want to answer the Question in full view of the media. Then the most reasonable thing to do so that this matter is on record is for the Assistant Minister to still ask us to go in camera so that this matter is determined. As you know, this is the fifth time that this Question is appearing on the Order Paper. Just yesterday, the Chair gave the final undertaking that the Assistant Minister had supplementary information to provide to the House and, therefore, ... view
  • 3 Oct 2012 in National Assembly: Mr. Deputy Speaker, Sir, it was not a point of order. It was a clarification from the Prime Minister. view
  • 3 Oct 2012 in National Assembly: Mr. Deputy Speaker, Sir, I want to begin by congratulating our security forces. As you know, I served as the Ambassador of this country to Somalia for a view
