  • 31 Jul 2008 in National Assembly: Mr. Speaker, Sir, you will agree with me that this is a very desperate case. This is a case of a Kenyan who went out on a patriotic duty for this country. The Assistant Minister said this Kenyan "deserted" duty. Desertion is an act of indiscipline--- view
  • 31 Jul 2008 in National Assembly: Mr. Speaker, Sir, the written answer I have says "desertion" not "disappearance". This is the answer. Desertion is an act of indiscipline. This Kenyan has gone out to work for this country. How can he disappear in Liberia? It is not sensible! view
  • 23 Jul 2008 in National Assembly: asked the Minister for Foreign Affairs:- (a) whether he could confirm that although the Government increased salaries of Ambassadors/High Commissioners on 16th February, 2007, the salary increments have not been effected to date; and, (b) when the increments will be effected in line with the said decision. view
  • 23 Jul 2008 in National Assembly: Mr. Speaker, Sir, it is very clear that the Ministry is determined to frustrate its own staff. They are determined to continue denying the ambassadors and the high commissioners what has been given to them by the Government. As you will remember, this Question was deferred specifically because the Assistant Minister failed to turn up to explain the contents of this letter, which originates from the Office of the Head of Public Service and Secretary to the Cabinet. It is very clear. It is not talking about the foreign service allowance we are talking about. There are two different sets ... view
  • 23 Jul 2008 in National Assembly: Mr. Speaker, Sir, you need to rule on this matter. I am not satisfied that the Assistant Minister is truthful to the House. This House is supposed to take care of the welfare of all Kenyans, including ambassadors and High Commissioners. This is an authority which was written to the Ministry of Foreign Affairs instructing the Permanent Secretary to implement a decision. Mr. Imanyara has asked whether this letter was withdrawn. We have no explanation as to whether it was withdrawn. Are you, therefore, satisfied that the Assistant Minister has told the House the whole truth, because what we need ... view
  • 17 Jul 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. The hon. Minister is misleading the House! If, indeed, he knew that the matter was in court, why did he have to give us that long Ministerial Statement? He should have said it in the beginning! view
  • 16 Jul 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. view
  • 16 Jul 2008 in National Assembly: Mr. Deputy Speaker, Sir, I would like to thank the Minister for giving us a comprehensive Statement. However, the subject matter settles down on two main firms that are both foreign. Could the Minister tell this House, whether in their dealings and taking into account the principle of national interest, which of these two firms serve the national interests of this country better? view
  • 16 Jul 2008 in National Assembly: Thank you Mr. Deputy Speaker, Sir, for giving me this opportunity to contribute to this very important Motion. I begin by congratulating the Minister for his appointment as the Minister for this very important Ministry. I would also like the country to know that there could have been no better choice than Mr. M. Kilonzo for this particular assignment. I know that he is a very competent Secretary-General of our party and we know that the party is a national party. If he can manage a party like ODM(K), I think he can manage this Ministry quite well. Mr. Deputy ... view
  • 3 Jul 2008 in National Assembly: asked the Minister of State for Provincial Administration and Internal Security:- (a) whether he is aware that Chief Inspector Adan Hassan Abikar (P/No.1979171982) of the Kenya Police went missing while on official duties in Liberia in August 2006; (b) whether he could explain the circumstances under which the officer disappeared as well as the efforts being made to establish his whereabouts; and, (c) whether the Government could undertake to ensure that his salary, which was stopped in 2006, is reinstated and that the family, who are still living in a Government house, is not evicted until his whereabouts is established. view
