  • 14 Oct 2008 in National Assembly: Thank you very much, Mr. Deputy Speaker, Sir, for giving me this opportunity to contribute to this very important Motion on the Vote of the Ministry of Local Government. I have a strong attachment to this Ministry since I once served as the Minister for Local Government and, therefore, this Vote has my absolute support. This is a grassroots Ministry. It is a Ministry that has a substantial role. In fact, it has a more important role than the Central Government itself and, therefore, any support given to it is given to the Kenyan wananchi on the ground. Therefore, with ... view
  • 9 Oct 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. In line with what Mr. Jirongo has just said occurred on that particular day and given that your ruling has now vindicated the ruling of the 2632 PARLIAMENTARY DEBATES October 9, 2008 Chair at the time and that the same stranger had gone to the tent to discuss the contents of a report of which he is a Member of that Committee, would it be in order therefore that you ask the same Committee to re-submit the same report in the manner in which it was discussed outside because according to your ... view
  • 8 Oct 2008 in National Assembly: Thank you very much, Mr. Deputy Speaker, Sir. First of all, I want to thank the Assistant Minister for giving me an opportunity to ventilate on this issue. I begin by thanking the hon. Mover. This Motion is so important and timely. The role played by elders cannot be under-estimated particularly in pastoral communities where elders play the role of the Government in conflict resolution and, in most cases, they are the ones that the communities rely upon for leadership at the grassroots. Mr. Deputy Speaker, Sir, the role of community elders from marriage, conflict resolution to even nomination of ... view
  • 7 Oct 2008 in National Assembly: Thank you very much, Madam Temporary Deputy Speaker, for giving me this opportunity to support this very important Vote and Ministry. It goes without saying that this Ministry is at the core of our economy. It is actually at the core of our existence as a nation. It is the Ministry that we want to create a prosperous and united Kenya. This is the Ministry that we want to be at every corner of this country in order to prepare the youth, so that they can feel Kenya has a place for everybody. Therefore, I think the Minister deserves to be ... view
  • 7 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, I stand to do the obvious which is to support the Motion. I am doing so because it is the obvious thing to do at this time. It is not strange for Parliament to adjourn in order to allow hon. Members an opportunity to go and consult more closely with their constituents in order to come back and represent them in a manner that they wish to be represented. It is even more compelling now that we almost lost our country called Kenya following the post-election violence. This country almost went into pieces. We came here ... view
  • 6 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, this is a very serious matter just as hon. Members, have said. It has denied the people of Wajir District the opportunity to survive. It is, therefore, very clear that a crime has been committed. The Minister is talking about awareness. Why has the law not been followed? What is the Minister going to do, immediately we finish with this Question, to implement the law as it is? There is greed upstream! view
  • 6 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, first, let me also thank the Minister for the assurance that he will facilitate the date when that report will be submitted. But the Minister has confirmed that the initial report was received. It must have contained certain recommendations which the Government is expected to implement. Could he confirm whether those recommendations were implemented? Secondly, how much money did the people of Kenya pay in order to finance the work of that Committee? view
  • 6 Aug 2008 in National Assembly: 2350 PARLIAMENTARY DEBATE August 6, 2008 view
  • 6 Aug 2008 in National Assembly: Mr. Deputy Speaker, Sir, this Question touches on the welfare of Kenyans, particularly the ones in Lamu. It is very clear that fishing is being done by foreign companies. What measures has the Government put in place to empower the local fishing community in Lamu and the Coast Province in general? view
  • 6 Aug 2008 in National Assembly: I hope the Minister will be more careful this time! I was saying that some money was paid to finance that Committee which sat for nearly six months. Could he tell us how much money the Government spent on that Committee? When will they implement the recommendations as contained in the interim report that the Minister alluded to? view
