Finally, I want the Assistant Minister to apologise to the residents of Mandera Central and Mandera East for the excesses of Government forces. I would like to ask him whether they will find it fit to establish an inquiry so that this matter can be resolved, because we did not send the forces there to rape our girls, beat up women, children, chiefs and elders. Even as we speak, he has confirmed that militia forces from Somalia have crossed into Kenya in the presence of our military. What was the Military doing when the nurses from Italy were abducted?

On a point of order, Mr. Deputy Speaker, Sir. Is the Assistant Minister in order to make this matter trivial? I have never been invited to a meeting by the Assistant Minister. If he has, he can table the letter here. I have never been invited! Besides, there was no authority from leaders from the northern Kenya to go and beat up women, rape girls or beat up chiefs. The authority was to go and maintain order. Maintaining order is not what the Assistant Minister has understood it to be. I have never been invited!

On a point of order, Mr. Deputy Speaker, Sir. While I appreciate your ruling, I also wish to seek the indulgence of the Chair. Given the mood in the country, this morning, quite a number of us failed to ask our Questions because of the excitement in the country. For the first time, we have a leader of a great country in this world whose blood is Kenyan. For that matter, would I be in order to request you to allow me to ask my Question since I did not ask it in the morning.

Mr. Deputy Speaker, Sir, the Assistant Minister has confirmed that, indeed, this is an important historical site, and that it deserves funding. Given the answer he has just given the House that Kshs2.1 million was allocated in 2006/2007, what budgetary allocation has the Ministry made to this site in the 2008/2009 Budget? Could he also confirm that since 2000, the only other 3230 PARLIAMENTARY DEBATES November 4, 2008 time this facility was funded was in 2006?

As the Minister gives us the position of the operation, I would like to seek the following clarifications:- First, is whether the Government is satisfied with the current excessive use of force by the security forces in this operation, and secondly, whether he could confirm that the security forces have engaged in gender-based violence like rape. Madam Temporary Deputy Speaker, currently, Kenyans are being issued with passports in Kisumu, Mombasa and Nairobi. The Passport Office in North Eastern Province, particularly the one in Garissa, has already been established. Perhaps the Assistant Minister is not aware that there is an officer in Garissa. Apparently, he is not working. Could the Assistant Minister tell this House why they have opened an office in Garissa if it cannot be made operational for the residents of the region to access passports easily?

Madam Temporary Deputy Speaker, you can clearly see that the Assistant Minister has not answered the Question. I am not interested in a strategic plan that takes about five to six years. As you know, this is a high season and quite a number of our people go and perform these religious duties. The need is more apparent in Garissa than any other part of this country, for example, Kisumu.
