The other point I have concerning the Waki Report is that as we debate it, let us think about this country. Let us put the interests of Kenya first. Mr. Deputy Speaker, Sir, I am saying that we must implement that report, in order to fight impunity, using institutions that belong to Kenya. I suggest that the element of foreign judges working in Kenya, should be done away with. Let us use Kenyan judges and deal with Kenyan criminals the Kenyan way. Finally, I would like to talk about the security situation in Mandera.

First of all, the Assistant Minister has admitted total Government failure to protect the citizens and secondly, to secure our borders; this conflict has been internationalised.
