This is because the nature of the work they will do will need men and women who have the trust of the people, who have wisdom and who are respected in their communities or in the country, so that when I go before them, I know that I am going before a very serious group of honest, sincere Kenyans and not necessarily Kenyans with degrees. Mr. Temporary Deputy Speaker, Sir, the Minister for Foreign Affairs is a lawyer and I know he has great passion. He has fought quite a number of battles for the people in the North. The Indemnity Bill that came here and which quite a number of people contributed to--- Actually, that Bill indemnified the police from any accusation, trial and complaint. It is a shame that that Act is still in our statutes. I brought a Bill here and we repealed it, but the President rejected it and returned it to Parliament for further discussion. Mr. Speaker, Sir, the issue of roads, of course, is quite disturbing in that part of the country. However, I want the Assistant Minister to be specific in terms of Road B9, particularly the stretch between Modogashe and Mandera. How much money has he allocated this financial year? What arrangements does he have to tarmack the road as was promised by both the President and the Prime Minister?

Madam Temporary Deputy Chairlady, I want to support this further amendment, save for the fact that we do not put the names of the tribes in order not to show an element of discrimination. However, it is very obvious that for those communities that traditionally use this kind of negative traditional practices, emphasis must be given to those communities and regions where this is quite rampant. Mr. Deputy Speaker, Sir, thank you for giving me this opportunity to support this important Motion and to congratulate the Minister for the manner in which he has managed this Ministry. Mr. Deputy Speaker, these loans naturally have cost implications for the country. We just hope that there will be prudent use of these resources by the Ministry and its officials.
