Mr. Temporary Deputy Speaker, Sir, I appreciate the sentiments by all my colleagues because they are all intended to enhance equal opportunities in this country. Now, in terms of opportunities for the north, which has suffered greatly as you know, due to lack of sufficient educational institutions over the years, why have you not increased the number of schools in those traditional areas which have suffered due to negligence in education? In the North Eastern Province, you have elevated Garissa High School which we appreciate. However, why did you not consider Wajir and Mandera counties?

Mr. Temporary Deputy Speaker, Sir, I want to ask for the following clarifications from the Prime Minister. One, why Kenya is the only country in this region which has no substantive Minister for Foreign Affairs and a substantive Permanent Secretary in the Ministry of Foreign Affairs. This has demeaned both the image and the stature of the Government of Kenya and the people of Kenya.

On a point of order, Mr. Temporary Deputy Speaker, Sir. I asked the Prime Minister a specific question â whether he is aware that the absence of a substantive Minister for Foreign Affairs is hurting the image of Kenya. That is what I want him to answer, and not the process of appointing an acting Minister.
