  • 6 Apr 2011 in National Assembly: Thank you very much, Madam Temporary Deputy Speaker. I just want to thank the Minister and all my colleagues. This Motion has received contribution from 17 hon. Members and all of them, with one voice, have said that it is the right way to go. If we do not go this way, then there is a possibility, as hon. Members have said, that we can deny millions of Kenyans an opportunity to register as Kenyans. What we want to do is for the Minister and his staff to change their mindset and the policy and treat Kenyans as Kenyans because ... view
  • 6 Apr 2011 in National Assembly: If there is a feeling that a section or part of this country is registering foreigners, target it and do not target the whole country in the hope of solving a problem that we have in one part of the country. I know if you decentralize this service in Coast, north eastern and all parts of Kenya properly, then many Kenyans will be registered. There is always a challenge, as you have already said. Challenges will arise but the Minister should not use them to deny Kenyans an opportunity to acquire an identity card. Because the Minister has said that ... view
  • 31 Mar 2011 in National Assembly: Mr. Speaker, Sir, I thank the Deputy Leader of Government Business. But there is a matter that the Government has deliberately refused to put on the Order Paper – the Indemnity Repeal Bill, over which the President sent a Memorandum to the House. To date, it is three months down the road and I have raised this matter several times. Apparently, the Government side does not want to put it on the Order Paper and I do not understand why. view
  • 24 Mar 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. This Question is so important. Since we do not have the answer, we do not have the benefit the hon. Member has. Is it possible for the Minister to tell us the number issued? He does not have to give us the dates. view
  • 24 Mar 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, this is too good to be true. I really doubt whether this is the true position of this Ministry. It requires further investigation. The Minister himself has announced that for three months, they have suspended the issuance of identity cards due to some difficulties at the Registration Department. Now he is saying that the department continues to issue National Identity Cards. Could he confirm that they have suspended this and they are looking for funding? To date, Kenyans are not accessing identity cards because you have said you do not have the resources or the ... view
  • 24 Mar 2011 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I have five minutes. The matter that I raised yesterday before the House adjourned was the matter of drought. I thought that the President, in his Speech, would have declared drought a national disaster, so that other agencies that can help the Government can come in and support communities that are suffering. After that, I had an issue that I raised about the debate surrounding the International Criminal Court (ICC). This matter is important because there is a lot of misinformation that is being peddled by politicians mainly for political reasons. I am ... view
  • 23 Mar 2011 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to support the President’s Speech. It is quite clear that the President put a lot of emphasis on how he can fast-track the implementation of our Constitution. This is a good thing. It shows that the President is ready to provide leadership on this very important matter. Indeed, he has provided this leadership even before. For the President to use nearly three quarters of the time he spoke before his House emphasizing the Bills that are coming before this House and how it is important for us to ... view
  • 23 Mar 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the President said how proud he is that he was able to assent to certain Bills that this House actually approved. Particularly, he spoke about the Alcoholic Drinks Bill, which is an important Bill. But the Indemnity Bill, which this House, in its own wisdom more than one-and-a-half years, decided that it was a good law to remove from our statutes has been refused. I am glad that the Chair itself had an opportunity to contribute on this matter. We are now talking about post-election violence, but the mother and trouble of impunity started way ... view
  • 23 Mar 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, we are waiting to enact some of these Bills. I am interested in the Independent Electoral and Boundaries Commission Bill. We know the injustice that the Ligale Commission did. We said it here and people did not want to listen. At least, now the country knows the truth. I hope that the new Commission, because it will be composed of Kenyans, who are alive to the fact that their predecessor Commission had actually squandered an important opportunity, will be now more sensitive and use the spirit and letter of the Constitution. It is not only ... view
  • 23 Mar 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to speak about the taskforce that is going round the country. Of course, they have announced to the country where they are going. They are speaking to the communities at the county headquarters. I hope that when they do a report, it will come to the Floor of this House, so that we can debate its contents. There is danger that it might be implemented without the benefit of the hon. Members debating it. view
