These fellows arrived at JKIA on 20th. It is false as the Assistant Minister claims in his Statement that they only stayed here for the requisite 24 hours. In fact, they stayed for four days. It is also not true that the next available flight was on 24th, because every day, there are two flights that go to Zambia. So, if they wanted to remove these fellows, they would have done so the following day. Mr. Speaker, Sir, just after I raised this matter yesterday in this House, the Government rushed to deport them this morning. It had to take me to come to this House to force this Government to return these people back to where they came from. Besides, as we speak, though the Assistant Minister says that these individuals were deported this morning, the Zambian officials have rejected them and they are on their way back to Nairobi. I would like the Assistant Minister to confirm what relationship they have with the Zambian Government as far as this matter is concerned and whether, in fact, they make it the business of the Zambian Government to keep them in Zambia or to take them to Mogadishu from Zambia. They should never use JKIA as a transit point for people who have been kidnapped or transiting from countries where those fellows who are going do not want to go.

He is saying that he is aware that M/s Ismaj Garage Transporters have not been paid for three years. He is also saying that Dadh-Dere Water Pan in Fafi District has been completed. Mr. Deputy Speaker, Sir, it is quite clear from the confirmation the Assistant Minster has given that this job was done three years ago. These are small time contractors who have utilized all their resources on the project. The Assistant Minister has confirmed that the contractor has done his job. That pan is being utilized as we speak today by the people of that area. On a point of order, Mr. Speaker, Sir. Is the Assistant Minister in order to mislead the House that he is not going to dismiss anybody when, in fact, he is preparing them for dismissal? The Question was: âCan you confirm whether, in fact, the people who have been recruited already qualified to be recruited in the first place?â We just need that confirmation. If they are preparing to dismiss them, then he should tell the country.
