  • 1 Sep 2010 in National Assembly: The visit by President Al-Bashir, by any standards, has improved the diplomatic leverage the Kenya Government has in this region. I want to say that, for the first time, that I am proud of this achievement. The diplomatic leverage that we now have in this region has been enhanced greatly by the fact that President Al Bashir visited us. view
  • 1 Sep 2010 in National Assembly: Mr. Deputy Speaker, Sir, I would like to tell the Minister for Planning, National Development and Vision 2030 that we are very disappointed with the census results that he has released. It took him almost a year to establish that these results had problems. We would like that if a repeat of the exercise is done, it be done in the entire country. If they repeat the census, they should make sure that it is done during the rainy season, so that pastoralists can have an opportunity to be counted. There is a habit by the Government to conduct census ... view
  • 1 Sep 2010 in National Assembly: Mr. Deputy Speaker, Sir, I beg to second the amendment. view
  • 31 Aug 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. Clearly, the figures released this afternoon were quite depressing. I would like to know from the Minister the period he gave in terms of the repeat of this exercise. He said in the next one month. We would like to request him to make sure that this exercise is done at a time when it is comfortable for those people in the northern part of Kenya, particularly the pastoralists. The best time to do this is during the rainy season; that is the only time when you can capture the highest number ... view
  • 31 Aug 2010 in National Assembly: Mr. Speaker, Sir, I thought I was contributing. view
  • 26 Aug 2010 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir for giving me this opportunity to support this important Vote. It is clear that this Ministry is one of the Ministries that have attracted the highest number of Questions in this House. There is not a single day that we debate in this House and there is no Question to the Deputy Prime Minister and Minister for Local Government. We expect that when Questions are raised here, they are taken with the seriousness they deserve. The Deputy Prime Minister and Minister for Local Government, together with his technocrats, can settle down ... view
  • 26 Aug 2010 in National Assembly: Thank you, Very much Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity. As the chairman of the Equal Opportunities Committee of this House, I want to confirm that this Ministry’s budget is not equal opportunity compliant at all. Therefore, there is need for the Minister to review it even during the supplementary budget. Mr. Temporary Deputy Speaker, Sir, the Minister and the officials who run this Ministry are very fine Kenyans. In fact, they are quite competent in terms of the job they do. Sometimes I think decisions are not made by themselves. Maybe the decisions are made ... view
  • 18 Aug 2010 in National Assembly: Mr. Deputy Speaker, Sir, I stand to applaud your ruling and to thank the Chair for doing that because this matter had created anxiety amongst most of us, particularly on a Bill that this Parliament debated and, on in its own wisdom, approved on 14th April, 2010. That is more than five months. I would, therefore, like to request - as you have just ruled - that this matter be taken very seriously by the Government. This is the spirit the Government is going into, especially with regard to the new constitutional dispensation. If that will go on, then this ... view
  • 18 Aug 2010 in National Assembly: Mr. Deputy Speaker, Sir, I would like to know from the Assistant Minister whether these concerns by the USA have been officially communicated in writing to the Government, so that they have a checklist of what they need to do before the USA can fly directly to Kenya. Do you have an official communication in terms of a checklist from them? view
  • 17 Aug 2010 in National Assembly: Mr. Deputy Speaker, Sir, clearly, this is a serious matter and I wish to request the Assistant Minister not to make it trivial. This matter happened nearly two weeks ago. Between 5th August and today, the Assistant Minister has still not established the real facts. Could he tell the country how long it will take him to finish this and prosecute the foreigner who killed a young innocent Kenyan girl of 12 years? What is the time line? You have the habit of getting away with these matters quite often. view
