  • 11 Aug 2010 in National Assembly: Mr. Deputy Speaker, Sir, as the Minister goes to establish the names as requested by the hon. Member in terms of constituencies, I would like him to add in that information two critical items. First is the issue of equal opportunities and access to all Kenyans in terms of gender and constituency. Secondly, what level of these forms partial scholarships? We understand that some Governments give partial scholarships to Kenyan families but after some time it becomes difficult for those families to sustain such scholarships. So, what percentage of these is partial or full? We need to have a full ... view

  • 11 Aug 2010 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. The hon. Member has made a very serious allegation against our distinguished envoys by terming some of them as enemies of this country. Could he substantiate who these are? I do not think that the Kenya Government in its right sense, has appointed any envoy who is an enemy of this country? view
  • 22 Jul 2010 in National Assembly: Mr. Speaker, Sir, I want to thank the Assistant Minister for the Statement. Both the Assistant Minister and Dr. Khalwale have confirmed that a group of Kenyans, particularly Kenyans of Asian origin, seem to be the ones who are affected by this crime. It is quite evident that these Kenyans are now panicking and some of them might already have decided to close down their businesses. What have you done to re- assure them? Have you had any meeting of any nature with them, in order to re-assure them that their own security and that of their businesses will be ... view
  • 22 Jul 2010 in National Assembly: Madam Temporary Deputy Speaker, I rise to support this Motion. As I support, I want to ask my colleagues to ensure that we all go back to our respective places and regions of this country where we come from and see how best we can reconcile this country and move it to the next constitutional dispensation. As I say that, I want to request the President during this period, to ensure that he signs into law the Bill that we passed in this Parliament, the Indemnity (Repeal) Act, which is part of the statues of this country. The President, after ... view

  • 20 Jul 2010 in National Assembly: Mr. Deputy Speaker, Sir, arising from your wonderful ruling which we applaud as a House; and given that we went into this stalemate because two sets of letters were written by the same Government, will I be in order to ask you to communicate officially on behalf of the House, to the Head of State to give you one name after consulting his colleague in the Coalition Government? Failure to this, you can use your discretion as the Speaker of the House. view
  • 7 Jul 2010 in National Assembly: Mr. Deputy Speaker, Sir, I think the Assistant Minister could be misleading the House. Already in part “a” of the answer he has confirmed that Kenya is a signatory to the Ramsar Convention. So, it is a framework in which the Government is operating. Could the Assistant Minister give us a detailed survey of the wetlands in the country as requested by the hon. Member in part “c” of the Question? Could he table here a detailed inventory of the wetlands that we have in the country? view
  • 7 Jul 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Clearly the Assistant Minister is misleading the House. It is either he does not have sufficient information and he is not well briefed about what is happening in the country or he is deliberately misleading us. I am not talking about the Committee he wants to set up. Since 1971, this country has been party to all the Ramsar Conventions. I attended one such conference as an Assistant Minister for Environment in Costa Rica. Therefore, there is already an inventory in the country. Could he table it and tell us in ... view
  • 7 Jul 2010 in National Assembly: Mr. Speaker, Sir, even as we acknowledge the individual role by the Assistant Minister, he says that Wajir District Advisory Committee which discussed this case did not forward those minutes to the headquarters. It seems that it has taken 15 years for those minutes to be forwarded to the headquarters from Wajir. It, therefore, means that somebody somewhere did not do the job he was supposed to do. What is the Assistant Minister doing in order to instill discipline in civil servants, so that this is not done to any other Kenyan? This was done to Mr. Geriow, but I ... view
