He is misleading the House because on Wednesday, 18th November, 2009, the same Minister is on record as admitting that his Ministry had suspended the registration of persons in North Eastern Province. The same list is purported to have been generated from the province. I just want to quote what the Minister said: “I have inquired and there is a statement to the effect that the registration of persons in North Eastern Province will be frozen until such a time that the security concerns are addressed.” ... view

It is very clear that the Minister has brought to the House certain rules that he wants applied yet a different set of rules is being applied on the ground and he has not taken the trouble to harmonize these rules with what is pertaining on the ground. It is not a matter that the Minister can speak from the Floor of this House even when he does not have enough information on what is happening on the ground. The Minister has said that the fellows who are in Wajir North illegally are ordinary citizens from Ethiopia and not military officers. The hon. We are talking about incursions by foreigners into the Kenyan territory. They are harassing ordinary Kenyans in Kenya.   • 10 Mar 2010 in National Assembly: Mr. Speaker, Sir, clearly this matter is raising concern in the country and the Assistant Minister must understand that there is no uniformity in the country. There are certain areas in this country where people access birth certificates even at the age of 40 years. Now that these documents are required to register students, could he be kind enough to decentralize the registration so that the headmasters do it in schools instead of inconveniencing the students to go to registration centers outside the school? view
