10 Mar 2010 in National Assembly:
Thank you very much, Mr. Temporary Deputy Speaker, Sir, for giving this opportunity. First of all, we are discussing a life time opportunity for most of us. Perhaps, in our lifetime we might not get an opportunity to discuss a constitutional dispensation for this country. In fact, the one we are having now, most of us were not even born when it was enacted. Now we have a very unique possibility to make a new constitution for this country. We all support it. The Parliamentary Select Committee did not mean that they have a monopoly of opinion. They made a ...

10 Dec 2009 in National Assembly:
Mr. Speaker, Sir, there was a very strong reason why this Ministry was established. City residents celebrated after the establishment of this Ministry because that showed the strong commitment of the Government. I sought a Ministerial Statement early enough from the Minister regarding why traffic in the City of Nairobi is still such a difficult menace. What is the Minister doing to decongest traffic in the city? Why have they failed to bring to this House the necessary Bills that should have operationalized the authorities that are working under the Ministry?

10 Dec 2009 in National Assembly:
Thank you very much, Mr. Deputy Speaker, for giving me this opportunity to support this Motion. As we go and join other Kenyans for the constitutional review process, it is important that, this time round, we get it right. It must be done in an environment of sobriety because political parties and politicians are the greatest threat to the realisation of the new Constitution. They have always used it as a political tool and to gain political mileage. It has been seen for the last twenty years what the constitutional review process does. Therefore, it is very important that this ...

10 Dec 2009 in National Assembly:
Mr. Deputy Speaker, Sir, as we do this, it is also important that we maintain security. The security for this country is very critical, particularly during the festivity period. The Somalia situation has become a very difficult problem for this country. It is an area that we really need to focus on because the more refugees we get, the more the country becomes vulnerable. As we do this, let us be very careful particularly â I was a little disturbed by the statement from the Office of the President when the Permanent Secretary said that, they will carry out an ...

9 Dec 2009 in National Assembly:
Mr. Speaker, Sir, the Assistant Minister has confirmed very clearly that, indeed, the Government has made commitments that were legally binding. The Government has, in fact, moved to the level of arbitration, following which the Attorney- General of Kenya advised the Minister for Finance to meet his obligation resulting from the arbitration. It is, however, very clear that the Ministry of Finance ignored the advice of the Attorney-General of the Republic of Kenya. It is also clear that over US$6 million is now being frozen. It is also clear that interest continues to accrue even as the Government dilly-dallies in ...

9 Dec 2009 in National Assembly:
I want the Minister to know that these wells have been utilized by the local communities since the 1840s before this country became Independent. I am happy that Orahey wells which were established in the early 1980s are in the process of being gazetted as a national monument. The Minister has said that the whole of the province has no site which has been gazetted as a national monument. Yet there are very many sites. The responsibility lies with the Minister himself to indentify and gazette these sites.

9 Dec 2009 in National Assembly:
Now he has already established a way to go round the problem. This is a collective responsibility. If the Minister for Lands has failed to register us, the Minister for National Heritage must not follow suit because these sites are quite important. There are four communities who have used these wells. For the benefit of the Minister; the Makabu, Bahgeri, Gerri and Mohamed Zubeir communities are all established residents in Wajir town since the country became Independent. Finally, I want to know whether he has instructed his officers following my inquiry because I want these wells to be recognized as ...
