  • 17 Oct 2013 in Senate: On a point of information Mr. Deputy Speaker, Sir. I appreciate the contribution by Sen. Kajwang which is to the point but I would like to inform my colleague that according to the new Constitution which is in force now, all level 4 hospitals and below are now the responsibility of the counties. They have been fully devolved. Now it is the responsibility of the Governors and his team together with the Senators to either source funds or budget towards creation of that state-of-the-art facility that they wish to have. view

Is my former teacher, the distinguished Senator for Kirinyaga, in order to state that there are no dispensaries in North Eastern? While we may not have Level Four and Level Five hospitals, this country has elaborate referral systems, especially at the lower levels, including dispensaries and health centres. view

I would like to sympathize with the Chairperson and the Ministry of Education, especially the schools because I know what goes on when these children are allowed to pursue education in these schools. In fact, if the rules of payment of fees are applied, most of them will not even reach Form Four. That is also the other thing we have to consider; the teachers try to keep these children in school so that, at least, they can get some certificate.
