Thank you, Mr. Temporary Speaker, Sir. It is a very disappointing thing that we debate this very important Bill in such a hurry to the point that we scramble for minutes and our thoughts are now more on the time allocated than on the issues in the documents.

It is a shame because this is a very important document and we need to be given adequate time to ventilate and contribute to it. But the way it is now, it is such that after I finish making this statement, my time will be over. Mr. Temporary Speaker, Sir, I would also like to add my voice to congratulate the President for a very bold presentation during the State of the nation address he made. Because of time, I will go straight to certain issues that are pertinent. I am sorry, Mr. Temporary Speaker, Sir. But that is the way it is said. Mr. Temporary Speaker, Sir, on electricity and water, the arid areas actually need to be included in the projects that are being rolled out. The Speech talks about money via telephone. Some of our areas up to now are not accessible by mobile phones. People climb trees and high points to make phone calls. So, the rolling out of these services should really focus on the areas that are left out. There should be more focus on tourism because it is on its knees now. ...

Thank you, Mr. Speaker, Sir, I stand to inquire about a Statement that I sought from the Chairperson of the Committee on National Security and Foreign Relations about the border dispute between Meru and Isiolo counties which was an urgent matter. It was actually on the Order Paper yesterday but I do not see it today. It was indicated as urgent because the matter is still simmering and the relationship between the two counties and the communities is getting worse. I would like to know when this Statement will be given.
