Mr. Temporary Speaker, Sir, the debt crisis where we are is untenable. It is not something that is sustainable. If it was sustainable, then we could not be asking for debt rescheduling, which we asked for and were granted by some creditors. Measures of controlling debt must be put in place. The idea of just coming with a figure of Kshs9 trillion or Kshs12 trillion and asking Parliament, if at all Parliament is requested, is no longer sustainable. The frequency of flights to and out of countries are governed by those countries. I am not aware whether there is an agreement which has been negotiated in that context such that KQ has the right to fly into the UAE and the Etihad Airways frequency to fly into this country. We must also be very carefully because our country being a sovereign State, I think negotiations are done at country levels---

Mr. Speaker, Sir, I was just mentioning the way bilateral agreements are structured. This is a unique one of unrestricted. Why unrestricted? That is also a question we need answer although we are guided by the decision taken by the Government. As a former diplomat, I think sometimes we must be careful not to be seen to be acting for other nations and other national interests.

I also support the Petition by my colleague from Trans Nzoia. Land issues, especially public land that people keep on grabbing, are very emotive in this country. Every other time something about land being grabbed comes up, it just passes. Now, we are hearing that people who are entrusted with the running of the school are grabbing the school land. I think the stories have not ended. I urge the Committee, for whatever they can, to do their best so that this matter is dealt with the seriousness it deserves. I think the Kenyan psyche about land must change. Leaders who are supposed to be custodians of public trust are the ones who are grabbing public land. Every day, we hear about these things.
