Mr. Speaker, Sir, there are five categories of electricity tariffs. One is for domestic consumers, which is not changed significantly. The other categories are small commercial, the commercial industrial, the interruptible IP and street lighting. So, there are different segments of tariff increases. There is a mechanism whereby small consumers are protected. Maybe, it is good for people to know that also Kenya Power and Lighting Company (KPLC) staff houses used to get preferential treatment. That has now been abolished under this new tariff regime.

Mr. Speaker, Sir, I agree that it affects them. However, I just wanted to clarify that there are five different categories of consumers. The 21 per cent increase is not applicable across the board. This is the maximum increase. But I agree with the hon. Member that an increase in the cost of electricity at any level will affect everybody in this country.

Mr. Speaker, Sir, as you know, the Authority is quite new. In fact, the list of staff that we have given does not include all the members of staff because not all of them have reported. They are in the process of reporting. This is the initial complement of the Authority. We will, in the Ministry, try our best to make sure that the Authority has enough personnel to cover all the constituencies as the hon. Member as asked.

Mr. Speaker, Sir, the complement for the Authority, as has been established, is that we do not intend to do all the work ourselves. We intend to look for contractors and out source some of the services. So, I will not be able to confirm the ideal number because the current establishment has been based on what the Authority can afford to pay now. We are going to use local contractors to do the work. We will not have officers in every constituency.

Mr. Speaker, Sir, I beg to reply. (a) Currently there are two private power producers supplying energy to the national grid. These are Mumias Sugar Company which supplies two megawatts of electricity generated using bagasse which is sugar-cane waste from the factory. The second company is the Orpower 4, which is an independent power producer and supplies 13 megawatts of electricity to the grid since 2000.
