  • 22 Jul 2008 in National Assembly: Mr. Speaker, Sir, normally, after testing and evaluation, the well is plugged, cemented and completely sealed. People believe that cancer is caused by oil exploration. Oil exploration is done within international standards. We do it properly. Proper action is taken. We do not believe that there is a connection between the two.   • 22 Jul 2008 in National Assembly: Mr. Speaker, Sir, I am not aware of any carcinogenic? substances which are actually found in drilling of oil. So far, there is nothing to connect oil exploration to cancer-causing substances. Once we drill a well, we cut and break it totally. So, the issue of substances does not arise. I do not see the reason why we are required to establish that there is connection between the two. view

If the question is why is cancer found in those areas, then how do you explain why it is occurring in other parts of the country?   • 22 Jul 2008 in National Assembly: Mr. Speaker, Sir, one aspect which the Ministry is supposed to undertake is an environmental impact assessment. We will ensure that materials that cause cancer, or those of toxic nature, are not allowed to be deposited. We will put that item in the terms of reference of environment impact assessment. We will discuss with NEMA and ensure that safeguards are put in place during studies so that, should there be any need, the matter can be handled at that stage. view

Indeed, wind energy should be explored to the maximum in this country. The Ministry has put in place some data logging process for wind energy in northern Kenya. In fact, this should be intensified. Indeed, only last year, the Ministry gazetted some feed-in-tariffs where people can develop their own hydro-power, wind or any other sort of energy and feed it to the system. So, I agree with the hon. Member that, that should be encouraged. Maybe the pace has been slow, but our people have not taken advantage of that tariff. First of all, we need to secure the financial integrity of our own utilities. If they are not financially stable, they will not be able to provide services. Secondly, we must be able to generate a sustainable revenue base for the sector to finance these investments in addition to power generation, transmission and distribution projects.
