Mr. Deputy Speaker, Sir, I beg to reply. (a) I concur with the hon. Member that the international price of crude oil stood at US$146 per barrel in mid-July, 2008, up from US$92.25 in January, 2008. However, the crude oil price has fallen to US$73.26 per barrel as at 10th October, 2008 following increase in supply. The low price ought to be reflected in the local market as well. This means that we are always three months behind when we are buying our stock. It does not mean that when the price changes today, to US$53 per barrel, we can change our pump prices immediately. Mr. Deputy Speaker, Sir, we are talking about conflict in pastoral areas. This is something that has been there and it is escalating. If the House is accusing part of this Government of not doing anything, we are sitting on a time bomb. We can see a situation where a civil war between these communities will occur. (b) There is no research that has been carried out in Nyatike to establish any oil potential in the constituency and, therefore, I am unable to state whether or not there are any deposits and the associated economic value. Mr. Speaker, Sir, as I said, we have sent out our staff from the Ministry. We have not even allocated Block 12B to any oil exploration company. When that is done, we will ask them to extend exploration to Nyatike Division.

Mr. Speaker, Sir, there are four geological basins covering an area of about 40,000 square kilometres in the whole country, which we identified for oil exploration purposes. These are Lamu, Hansa, Mandera and Tertiary Rift. These have been divided further into 38 blocks, 14 of which have been allocated and 24 are yet to be allocated.
