(a) The Ministry declined to award one Ms. Mugure Thande who has been admitted to pursue a PhD degree course in Oil and Gas Law at the University of Aberdeen, Scotland, a scholarship from the Trust Fund established under the provisions of Section 11 of the Petroleum (Exploration and Production) Act, Cap. 308, because she is not working in the petroleum industry in the Government. Mr. Deputy Speaker, Sir, the Fund was set up to build capacity in the public sector. In fact, we have taken measures to provide that service to officers in the National Oil Corporation of Kenya (NOCK) and the Ministry of Energy. So, I am not aware that the Fund is open to the public.
