Mr. Speaker, Sir, I thank the hon. Member for appreciating the answer I gave. To answer his question, it is true there was a delay in finalizing the Spanish funding. That is why the delay occurred on Part 1 of the project. Secondly, I take his point that there could be delay due to other reasons. I want to assure him that the project will be completed as planned.

Mr. Speaker, Sir, the hon. Member is right. Quite a number of projects have been finalized, but have not been commissioned because of lack of transformers and conductors. But we have now placed an order and soon, they will be operationalized.

Mr. Speaker, Sir, quite a number of projects which are undertaken by REA are funded by the Government of Kenya (GoK). These particular ones are funded by the donors; that is, the Spanish and other donors. Dealing with donors takes a bit of time. That is the reason they were slow.

Mr. Speaker, Sir, I appreciate the hon. Memberâs concern but I have mentioned that the REA actually does the work and the actual connectivity to the customers is done by the KPLC. There is no relationship between REA and any customer.

Mr. Speaker, Sir, that is a good question but my comment is that it is true that the Government through REA actually is improving connectivity to electricity supply in the country and that is the purpose for which REA is there and also to do with projects which are off-grid; which are not connected to the main grid. As to what others contribute, I think the KPLC on its own borrows and does a lot of other extension services using funds which are not from the Government. Mr. Speaker, Sir, KPLC is not a private company per se . It is a company limited as opposed to most Government parastatals. It is different because it is listed in the Nairobi Stock Exchange.

Mr. Speaker, Sir, the Member interrupted before I finished. Maybe he was reading my mind. I agree that KPLC is a Government parastatal, but a different parastatal from other parastatals. It is in a different category with other parastatals. There are parastatals which are not listed at the NSE. So, it is different to that extent. With regard to hon. Karuaâs question, since inception, I do not have that list, but I have the current shareholding which I read to the House.
