We are not yet ready but we decided to move ahead with the Bill so that by the time it goes to the Third Reading then we will have the input as far as the

The 15 per cent he has talked about is for development. We have a totally new Bill which is on the Floor of the House. We are not creating structures. Are we reading from the same Bill?

The history of this Bill which has been in discussion for a year now, started with our colleague Sen. Kang’ata of Murang’a County. The form in which it was then is very different from what we have today. Members will recall that we subjected the original Bill to a lot of discussion among the Senators, within our Committee and various stakeholders including, the COB, CRA, CoG, CAF, Institute of Certified Public Accountants of Kenya (ICPAK) and International Budget Partnership (IBP). Madam Temporary Speaker, it was then agreed that the sponsor engages with other Members of the Senate. A Committee was formed which in fact, agreed to withdraw the original Bill and come up with one which was no longer a fund but in the form it is today.

I am happy that my Committee was given the mandate to move the agenda of the Bill forward even after the Senate Business Committee (SBC) had initially been involved. That is why we have this Committee before the House today. I am happy that Members have appreciated the work that has been done. The Bill in its current form is much better than it was before.
