  • 20 Mar 2019 in Senate: In determining the criteria for allocating funds under this Bill, the CEC shall ensure that the allocation is not less than 15 per cent of the allocation for development budget as provided for under Article 107(2)(b) of the Public Finance Management (PFM) Act. view

Out of that 30 per cent, we are saying not less than 15 per cent should be allocated equitably among the various wards within the counties. Madam Temporary Speaker, this allocation is complementary to any other development efforts by the county government or any other agency. Madam Temporary Speaker, I was saying that if the county assembly fails to approve or reject the criteria within the specified period, the criteria shall be deemed to have been approved and shall be applicable for a period of three years. That is the criteria for equitable allocation of funds.
