Madam Temporary Speaker, we agree with the sponsor of the Bill. This Bill was referred to this Committee and was subjected to a lot of public participation from the counties, Council of Governors (CoG), Controller of Budget, the CRA, the National Treasury and everybody else. Thereafter, we went through the Bill and then invited the whole Senate for a breakfast meeting where some Senators were present. This is a good Bill but requires a lot of intervention and changes. We looked at it in the Committee and agreed with its sponsor.

Madam Temporary Speaker, after subjecting this Bill to a lot of discussion from the Senate, stakeholders and with its sponsor, it was agreed that it cannot proceed in its form. Therefore, we subjected it to a lot of scrutiny and have agreed with the sponsor that the Bill should provide a national framework for ward based equitable projects. The amendments that this Committee looked at were very substantive

We discussed with the sponsor and agreed that the Bill be republished by the Committee and reintroduced in the Senate pursuant to Standing Order No. 127(7) of the Senate Standing Orders. Mr. Speaker Sir, allow me to also support this Petition. Development is important for this country thus, the importance of building this bypass cannot be overstated. Compensation to the land owners must be done promptly. It is terrible that the National Land Commission (NLC) has taken its time to compensate these people. We are left wondering why they are waiting to get to a point where people will come with figures that are impossible. In the current financial year, as was in the last financial year, the current expenditure for county executives and county assemblies were actually segregated and dealt with. The circular which the hon. Senator is referring to was issued during the discussions we had with the CRA during the budget making processes.
