It is unfortunate that Members seem to not read the Standing Orders. It is my prerogative to stand here and contribute. In the beginning, just before you spoke, I felt a bit irritated by Members saying that the Committee had the opportunity to deliver the report on time. However, you actually defended us and you have said all that I really wanted to say. I only want to add one point. We visited the Port of Mombasa and noted the reasons why these challenges are happening, particularly the demurrage. They are quite extensive, actually in billions. It is important that we realise that the Bill will add value to the enactment of the irrigation laws. It may touch the nerves of a few people, but I really want to say a dam worth Kshs1 billion would make a huge difference to, for example, Wajir South, which is the second-largest constituency in the country. Wajir South, particularly Habaswein sub-county, last week lost about seven elders because of this variant. Many others are currently in the ICU. It is a challenge.
