Mr. Temporary Deputy Speaker, Sir, indeed, I am very concerned about the number of inmates in our prisons. Our prisons were designed to hold 16,000 inmates. Currently, we have nearly 48,000 inmates and out of these, only about 20 have been convicted. The rest are indeed, remandees. There are many factors involved in having that large number of inmates. The first one is the question of the legal officers. Sometimes the magistrates do not use the channels that are available such as the question of Community Service Order. Thank you, Mr. Temporary Deputy Chairman, Sir. I have got very few observations to make. First of all, I would like to once again thank the Minister for the way he has crafted the taxation in all the taxes that are quoted on the Order Paper. My only observation is that we have a constituency called "people with disabilities". These are people who require various equipment which is not easily available in our country. We would like to equalise the position, so that, because they are disadvantaged due to the disabilities, they do not continue to spend very much more ...

Mr. Temporary Deputy Speaker, Sir, on behalf of the Minister for Trade and Industry, I beg to reply. (a) Yes, I am aware that due to inadequate financial resources the KIE has not been able to effectively meet its mandated objectives. (b) The construction of the KIE sheds at Kerugoya Town is scheduled to commence during the period 2007 - 2011 subject to availability of land.

Mr. Temporary Deputy Speaker, Sir, I could not agree more with the Questioner. I realise that in order to achieve the objective of the Vision 2030, we need to strengthen the informal sector. That means that all the KIE sheds, including Jua Kali sheds, should be built. I have said earlier that we intend to fulfil the need for KIE sheds in Kerugoya Town before the end of the next Session of Parliament. I have just undertaken that it is within the Budgets of the years between 2007 and 2011.

Yes, Mr. Temporary Deputy Speaker, Sir. I think the Minister for Trade and Industry can seriously consider that. That is a policy matter. I agree that, having started with devolving fund on the Constituencies Development Fund (CDF), we have seen the effects. The youth have now said they will have polytechnics in every constituency. I entirely agree and will pass that information to the substantive Minister whom I am sure will agree.

Mr. Deputy Speaker, Sir, on behalf of the Minister of State for Immigration and Registration of Persons, I beg to reply. (a) I am aware that there is a voter registration exercise going on. I am also aware that since July, 2006 to 15th June 2007, 15,208 people applied for identity cards from Teso District. (b) The Ministry has since July, 2006, processed 9,569 identity cards.
