Mr. Deputy Speaker, Sir, on the issue of performance contracting, I am pleased to inform this House that Kenya has been nominated and shortlisted for an award by the United Nations; the Public Service Award. We will be receiving that award in June, 2007. On the same issue of the public service, we have also placed the process of application for all public service jobs online. People can just apply for the jobs online, and they do not need to walk to the Public Service Commission Headquarters to pick the application forms and complete them. Mr. Temporary Deputy Speaker, Sir, I beg to reply. (a) I am not aware. (b) This vehicle is not assigned to any particular officer. The vehicle bearing the above Registration Number GK 689H belongs to the Ministry of Livestock and Fisheries Development. However, I am not aware that the two individuals used the vehicle on 30th November, 2006 as alleged. (c) Yes, it will amount to abuse of office if the allegations are proved. Mr. Temporary Deputy Speaker, Sir, I do not think I will go by those allegations. I have confirmed that the particular vehicle belongs to the Ministry of Livestock and Fisheries Development, and that it was never used on that particular day. You know very well that I do not lie.

Mr. Deputy Speaker, Sir, I beg to reply. (a) The Government has not taken any steps to compensate Mau Mau freedom fighters. However, some freedom fighters who participated in the war of liberation have been recognised by being commended through honours and awards. (b) In view of the answer to part "a" of the Question, the issue does not arise.

Mr. Deputy Speaker, Sir, the spirits of the freedom fighters have entered into some of the hon. Members. I agree that the freedom fighters did a great job for this country. As the hon. Member has suggested - this is an issue I have already discussed with him - my Ministry will set up a task force, which will come up with a criteria of identifying the freedom fighters. The freedom fighters for this country's liberty are not just the Mau Mau. There are other honourable people who did duty for this country.

As a result, my Ministry has found it prudent to make a Statement on hardship areas and the allowance payable. Let me give a historical background of the hardship issue. In an effort to harmonise hardship areas and the allowances payable to all public servants, an inter-ministerial task force was constituted. The task force listed various districts and came up with findings or observations, and recommended that the criteria for determination of hardship areas be redefined and areas designated as hardship be harmonised within the public service.
