Mr. Speaker, Sir, the Assistant Minister has clearly indicated that he has no intention of lifting the ban. I want to confirm to this House that we have small scale saw millers in Eldama Ravine and Koibatek who are able to do value-addition to wood products. However, they have been locked out through the restriction on tree harvesting. Could the Assistant Minister confirm to this House that he is being unfair to local saw millers?

Mr. Speaker, Sir, I also want the Assistant Minister to confirm to this House that one of the directors of the Kenya Forestry Service is actually the owner of the three companies we are discussing, which means that they are harvesting all the trees and have taken over the directorship. They are actually running the Kenya Forestry Services.

Mr. Speaker, Sir, the Minister has indicated that he has no plans to compensate our farmers, while he has paid those guys who plundered the resources of KCC and, therefore, the farmers. You will appreciate that under the Ministry Co- operative Development, there is a Commissioner of Co-operatives, who deals directly with and supervises co-operative societies. I wonder, therefore, what rationale the Minister is using to refuse to compensate the farmers.

Mr. Speaker, Sir, I want to ask the Minister the advice he would like to give to farmers considering that there is now a new KCC which is receiving almost half the milk in this country. What advice does he want to give to farmers, especially those who lost over Kshs593 million in the past? What advice would he give them, so that they may trust him and his Commissioner in future?

asked the Minister for Roads:- (a) whether he could explain the criteria applied in placing roads under the "Roads 2000 Project" as well as the reasons for leaving out Koibatek District in the project; and, (b) whether he could undertake to consider Koibatek District under the 3836 PARLIAMENTARY DEBATES December 3, 2008 "Roads 2000 Project" or any other donor-funded project this financial year.

Mr. Speaker, Sir, the Assistant Minister has indicated that there are some roads in Koibatek District which are under this strategy. I am not aware of any road in Koibatek District, and I just want him to name, at least, one road which is under the strategy he is talking about.

Mr. Speaker, Sir, the Assistant Minister has mentioned a road in my constituency which, to the best of my knowledge, is under the District Roads Engineer, when we know that each constituency receives Kshs17 million from the Kenya Roads Board. Mr. Speaker, Sir, I am wondering why the Assistant Minister wants to confuse me and, of course, this House that there are some roads which are under a strategy other than the donors and the Kenya Roads Board.
