Temporary Deputy Speaker, for this opportunity to second the Motion on this wonderful Report of the Budget and Appropriations Committee on the Budget Estimates for the Financial Year 2019/2020. At the outset, allow me to take this opportunity to congratulate all the Members of this House for they did a good job within a very short time under pressure to deliver this Report. You will note that the role of the Budget and Appropriations Committee is to listen to departmental committees, which would have interrogated line Ministries and independent commissions in terms of arriving at these figures. ...

Hon. Temporary Deputy Speaker, I just wanted to inform Members that there is adequate resourcing of the NG-CDF. So, be ready to do what the Chair of the Committee on NG-CDF will tell you. You need to work on your project proposals so that they can be in this House by July so that you start to spend that money as soon as possible. With those remarks, I beg to second the Motion.

Thank you, Hon. Deputy Speaker for giving me this opportunity to contribute. This, definitely, is a House of records. I have also heard what our colleague here, Hon. Moses Kuria, has alluded to. He is a presidential candidate. The Independent Electoral and Boundaries Commission (IEBC) has not announced any elections. We are not aware that the current President Uhuru Kenyatta, has vacated or is about to vacate office, so that Hon. Moses Kuria can contest in an election. Hon. Moses Kuria needs to stop alluding to a presidential election that all of us are not aware of.

May I assure Members that we have listened to them keenly. We have heard their proposals about the creativity they want to see in the Budget Policy Statement – a BPS rich in matters of policy. As the Budget and Appropriations Committee, we will ensure that we communicate these sentiments to the technocrats at the National Treasury on their need to put more time and thought whenever they write the BPS. More important is the need to manage debt in this country. This is a matter that is in the mind of everyone, including ourselves as the BAC, as well ...
