  • 12 Apr 2018 in National Assembly: Hon. Speaker, this is the 12th Parliament. A good number of Members in the 11th Parliament liked the idea of information hubs. It is then that we were able to install the hubs in about six constituencies, among them Limuru Constituency, where we have an information hub up and running. This is not cast in stone. Hon. Maoka Maore and Hon. Duale are right to say that it remains the decision of every constituency to see whether they want to proceed with that information hub or not.   • 12 Apr 2018 in National Assembly: In the Supplementary Estimates I, it is true that the CDF was reduced by Kshs4.2 million shillings. The Budget is approved by this House. This House approved the Supplementary Estimate I to reduce the CDF by Kshs4.5 million, reducing each constituency’s funds from Kshs101 million to Kshs86 million. As the Budget and Appropriations Committee, we shall be waiting for submissions from the departmental committees. They will be submitting to us on the 25th of this month. If in those submissions they will have justified the need to increase the CDF by the Kshs4.5 million, we shall not have any problem. ... view

  • 28 Feb 2018 in National Assembly: I still want to comment further that this borrowing is not unique to Kenya alone. All the nations in the world are borrowing, whether internationally or even from their domestic markets. Our borrowing at the moment is slightly above 50 per cent of our GDP which is still very good and comparable to other countries. The borrowing of the United States of America is more than 100 per cent of their GDP. The borrowing in Japan equally is more than its GDP. Other countries, including the United Kingdom, take in massive borrowing, so that they can invest in infrastructure. view

For you to see that, you need to wait for the Budget Estimates to be tabled sometimes in April.   • 28 Feb 2018 in National Assembly: Recurrent, to be a certain amount which is over Kshs2trillion. We also expect to collect an amount close to Kshs1.5 or 1.6trillion. Therefore, the difference between the taxes, fees and levies which we collect and the expected expenditure of Kshs2.2 trillion or Kshs2.3trillion can only be financed through debt. view

They have the option of raising that entire difference using Treasury Bills or even issuing Treasury Bonds locally here in Kenya.   • 28 Feb 2018 in National Assembly: We expect those who are in oversight committees and those who chair departmental committees to be up to the task in playing their oversight role. We are talking about money. The expenditure side is a real problem. We have talked about corruption in this country. What is our role as Parliament in checking corruption? What is our role in fast-tracking reports? We have been told that audit reports of the 2013/2014 and 2014/2015 financial years are ready.   • 30 Nov 2017 in National Assembly: Thank you Hon. Speaker for this opportunity to support the Motion on the Approval of Nominees to the Various Constituencies. As I do that, I just want to make reference to a ruling by the Court of Appeal a week or so in terms of the Constituencies Development Fund Act. Probably you have not informed Members that I used to be the Chair, let them be aware now. In that ruling, the CDF Act 2013/ 2014 was declared unconstitutional by the High Court.
