Hon. Temporary Deputy Speaker, I want to respond to the point of order raised by Hon. Jakoyo. Hon. Jakoyo and his team have been very busy around University Way. A few issues needed to be done for them to get money in their accounts. One of those is to properly constitute the constituency committee by electing officials, namely, the Chairman and the signatories to the accounts. I wish they could do it by next Monday. Hon. Temporary Deputy Speaker, it is a process. They need to elect officials. Those committees whose nominees were gazetted need to elect officials and signatories to the accounts and communicate that to the CDF Board. I am aware that the CDF Board has adequate resources and funds. The National Treasury has done a wonderful job. As at today, out of the Kshs35 billion allocated to the CDF this financial year, Kshs32 billion has been dispersed to the CDF Board. It can only be a problem in a specific constituency.

Hon. Temporary Deputy Speaker, I am explaining that if a constituency does not have CDF money, it has to be a resident problem within that constituency. I am willing to bring specifics of each constituency which does not have any money, if required.

Development Fund (CDF), laid on Table of the House on Thursday, 5th May 2016. This brings the total number of compliant constituencies that are ready to operate to 239. This leaves us with 51 constituencies which will be probably prosecuted after this House resumes in June. I want to thank the Members for promptly complying and bringing their nominees. Noting that we had already debated this Motion yesterday, I would like to request Hon. (Ms.) Millie Odhiambo to second the amended Motion.
