Temporary Deputy Chairlady, I beg to move:- THAT, Clause 52 of the Bill be amended in sub-clause (4) by deleting the words “the Cabinet secretary may appoint an arbitrator whose costs shall be jointly borne by the parties” and substituting therefor the words “any of the parties may apply to the Cabinet Secretary to reconsider the Board’s decision and determine the matter”. Kang’ata read the Bill. That is why he is proposing an amendment similar to the one the Committee is moving. I am sure Members have listened very carefully to the membership of the proposed constituency oversight committee and that a member of the oversight committee may attend meetings of the constituency committee.
